Many businesses weigh the question of a Google Ads agency or freelancer solely through the monthly fee; however, the decision rests on three dimensions: total cost, control over the account, and the risk arising when work is disrupted. There are actually three options: an agency operating as a team, a freelance Google Ads specialist managing the account directly, or an in-house employee added to the payroll. The suitable option depends on budget size, campaign complexity, and how much advertising knowledge the business wants to retain internally.

This article compares the three models in terms of cost structure, capacity, continuity, breadth of expertise, communication, and risk. Non-salary costs of in-house employees, account ownership and exit planning, the hybrid model, one-time audits, and questions for the first meeting are covered separately. Google’s rules are based on Google Ads Help Center and advertising policy pages (accessed: 07.10.2026). Onur Freelance is not an official Google support channel; the explanations are based on Google’s published documents and our own account management process.

Let us discuss which model fits by reviewing the account

When the existing Google Ads account, monthly budget, and internal team situation are shared, suitable working models are discussed in a free preliminary assessment. If an account exists, it is reviewed with read-only access; no settings are changed.

Agency, freelance specialist, and in-house employee: What does each model buy?

With an agency, you buy a team’s time and processes; with a freelance specialist, the direct work of one person or a small studio; with the in-house model, the working time of an employee dedicated to that business alone. In all three, the advertising budget is a separate item paid to Google; what changes is who supplies the management work and under which conditions.

  • Agency: Tasks such as sales, account management, campaign setup, creative work, and analytics are distributed among different people. The business’s contact is often an account representative; the person actually working in the account may be someone else.
  • Freelance specialist or small studio: The person conducting the discussion and managing the account is the same person or the same small team. Decisions are quick, but capacity is limited.
  • In-house employee: This person knows the product, prices, stock situation, and sales team feedback most closely. However, seeing only one account limits opportunities to compare with other accounts.

Google’s guide to working with third partiesstates that advertisers work with partners ranging from large advertising agencies to one-person web consultants. The same guide emphasizes that whichever structure is chosen, advertisers have the right to know at least their ads’ clicks, impressions, and costs. This right also applies to the in-house model: account data managed by the employee should be somewhere the business owner can also see it.

Comparison table: Cost structure, capacity, continuity, and risk

Differences between the three models are clearest in the rows for cost structure, capacity, continuity, breadth of expertise, communication, and risk. The table shows general tendencies; not every agency, freelance specialist, or in-house arrangement fits this pattern exactly.

CriterionAgencyFreelance specialist / studioIn-house employee
Cost structureFixed monthly fee, budget percentage, or a combination; team, sales, and office expenses are reflected in the feeUsually a fixed monthly fee or hourly package; a lighter overhead layerSalary, employer obligations, tools, training, and management time; continues in months when advertising stops
CapacityHigh with parallel teams; one specialist is divided among multiple clientsLimited; new work queues when capacity is fullFull-time for one business, but one person has limits in hours and knowledge
ContinuityThe organization remains; the person who knows the account may leaveIllness, leave, and workload directly affect the accountWork stops during leave and resignation; recruiting a replacement takes time
Breadth of expertiseSeparate roles may exist for Search, video, Shopping, creative work, and analyticsLimited to the individual’s specialty, often deep in specific campaign typesLimited to the employee’s experience; little external comparison data
CommunicationUsually through an account representative and an approval chainDirectly with the person doing the workUnder the same roof; directly with sales and operations
Proximity to business knowledgeLearned through briefs and meetingsDirect, but externalHighest
Main riskThe account being opened within the agency’s structure; incentive to increase budgets in the percentage modelDependence on one person, exceeding capacityNobody to review the work; knowledge leaving with the employee

The in-house risk in the last row is often overlooked: without a second person able to interpret the account, an incorrect conversion setting can persist unnoticed for months. In external models, knowledge may accumulate with the manager rather than in the account; in both cases, documentation and periodic external reviews are the solution.

Comparing costs correctly: Fees, salaries, and invisible items

A proper comparison calculates each model’s annual total cost for the same scope, rather than simply placing a monthly management fee beside a gross salary. With an external service, the amount usually appears on a single invoice; in the in-house model, much of the cost is spread across different budget lines and overlooked.

Fee models for external services

There are three common models among agencies and freelancers: a fixed monthly fee, a percentage of advertising spending, and a combination. Their advantages, disadvantages, and a table of agencies publicly publishing prices are examined separately in the Google Ads management fees 2026 market research . Whichever model is used, Google’s third-party policy requires partners charging a management fee in addition to Google Ads costs to disclose this to customers.

Hidden cost items of an in-house employee

The most common mistake when asking whether Google Ads should be managed in-house or externally is equating the cost of a salaried employee with salary alone. Items that should enter the budget are as follows:

  • Employer obligations and benefits: Employer contributions, meals, transport, and private health insurance where applicable are added to gross salary. Confirming current rates with an accountant is recommended.
  • Recruitment and adjustment period: Advertising vacancies, interviews, and probation take time; productivity is lower while the new employee learns the account and sector.
  • Tools: Google Ads, Google Analytics, and Keyword Planner are free to use. Competitor and keyword analysis tools, call tracking software, reporting dashboards, and creative production tools often require paid subscriptions.
  • Training: Google’s Skillshop training is free; working time spent training, paid courses, and events are costs.
  • Backup: Training a second person to monitor the account during leave, illness, or resignation, or obtaining external support for these periods, is an additional item.
  • Management time and auditing: If the knowledge to assess the employee’s work is absent internally, quality cannot be measured; periodic independent audits are a separate expense.
  • Equipment and exit costs: In addition to computers, licenses, and workspace, rebuilding the undocumented knowledge of an employee who leaves also creates costs.

No figures are assigned to these items because amounts vary greatly by city, seniority, and company policy, and verifiable current official salary data could not be obtained for this article. The calculation is meaningful when made using the business’s own payroll and accounting data. The advertising budget remains the same in all three models; to calculate monthly and daily amounts, the Google Ads budget calculator can be used.

Google Ads agency or freelancer? Decision matrix by budget and business type

There is no single budget threshold determining model choice; none of the official Google sources examined specifies a spending limit for choosing an agency, freelancer, or in-house arrangement. The following matrix shows tendencies in common practice and rests on two questions: what proportion of the advertising budget does management cost represent, and how many different specialties does the account require?

Business situationModel generally favored in practicePoint requiring attention
One service, one region, Search campaigns onlyFreelance specialist or small studioManagement fee as a proportion of the budget; measurement setup included in scope
Limited budget, business owner has time to learnSelf-management + one-time setup or audit supportThe cost of mistakes during the learning process
E-commerce: Product feed, Shopping, and Performance Max campaignsSpecialist or team experienced in feeds and order measurementMerchant Center connection and accurate transfer of order values
Multiple countries and languages, multiple channels, ongoing creative productionAgency or team with broader staffingWhether the person you meet is the person working in the account
Advertising managed daily with CRM, stock, or call center dataIn-house lead + external specialistDocumentation against the risk of departure
Internal marketing lead with limited Google Ads experienceHybrid model: Internal lead + external consultantWritten definition of who changes what
Dissatisfaction with current management, decision not yet clearA one-time account audit firstConflicts of interest, such as the auditor wanting to take over management

A practical preliminary calculation divides annual management cost (external fees or total in-house cost) by the annual advertising budget. A high ratio means the management model is heavy relative to the budget; a lighter model or budget replanning is considered. Circulating TL-based thresholds were excluded from this matrix because they lack verifiable sources. Whether advertising itself or organic work should take priority is discussed separately in the Google Ads or SEO article.

Control: In whose name is the account, and who has which access?

The basis of control is identical in all three models: the Google Ads account is opened in the business’s name, the business retains at least one Admin access, and the external specialist or employee receives only the access required for the job. This rule does not change with the model; what changes is who receives which access level.

Google’s access levels page defines five levels:

  • Admin: Can grant account access, change access levels, and cancel invitations from other users.
  • Standard: Can edit campaigns and use reporting features.
  • Read-only: Can view reports but cannot make edits.
  • Billing: Works with invoice and payment information.
  • Email-only: Receives notification emails and reports.

Agencies and freelance specialists often connect to accounts through a manager account (MCC). According to Google’s manager accounts page, ownership of a client account can also be assigned to the manager account; the access levels page states that administrators of a manager account with ownership can edit user access, managers, and product links in the client account. Therefore, ask separately whether ownership is being granted when establishing the link. The third-party policy also requires providing the Google Ads customer ID upon request and access to cost data; risky examples of arrangements outside business ownership are described in the Google advertising agency fraud guide .

The same care is necessary in the in-house model. If the sole account administrator uses the employee’s personal email address, the business may lose access to its own account on departure day; common practice retains at least two internal administrators using corporate addresses.

Let us review the quote or account together before deciding

When an agency quote, freelance specialist quote, or in-house hiring plan is placed side by side under the same headings, scope, access, and exit conditions become clear. Existing accounts are reviewed with read-only access. At Onur Freelance, Google Ads management fees start from 9,000 TL per month, with the advertising budget separate; details are available on the Google Ads prices page.

Risk and continuity: Where does dependency arise in each model?

Each model has a different dependency point: a single person with a freelancer, the team member who knows the account at an agency, and the employee in-house. Measures reducing risk are largely identical across the three models and work when documented in writing.

  • Change notes: Important changes and their reasons are kept in a shared file accessible to the business; the account’s memory accumulates in records rather than with an individual.
  • Measurement in the business’s account: Conversion actions and audiences are defined in the business’s own Google Ads account rather than the external party’s manager account.
  • Backup person: Establish who steps in during emergencies with a freelancer, whether a second agency team member knows the account, and who provides external support during in-house leave periods.
  • Written response time: The quote states how quickly a response will be provided in emergencies such as budget overruns, disapproved ads, or stopped conversions.
  • Regular reporting: Under the policy, partners providing performance reports must include account-level cost, click, and impression data; the same minimum reporting is requested in-house.

Incentive structure is also a risk source: in the percentage model, budget increases also increase the manager’s income, while in-house the employee may be the only person auditing their own work. Google’s third-party guide recommends measuring investment and results monthly; this habit reveals imbalances early in every model.

Exit plan: How are accounts and data protected when changing models?

An exit plan is a short list written at the start of cooperation that determines which access closes and how on departure day, and where data remains. If the account is in the business’s name, transition involves a few settings; if it is within the external party’s structure, a transfer is necessary and historical data is at risk.

Google’s unlinking accounts pagestates that a user with administrative access to either the manager account or client account can remove the link. Once unlinked, the manager account loses access to the client account; the client account retains its campaign history and can link to a new manager account. The sequence followed when changing models is as follows:

  1. Check billing: According to the same page, if the account uses monthly invoicing and its paying manager is the manager account being unlinked, ads stop running when the link is removed. Change billing settings first.
  2. Migrate measurement: Removing the link also removes access to shared remarketing lists and cross-account conversion tracking. Conversions are recreated and tested in the business’s account; the steps appear in the Google Ads conversion tracking setup guide.
  3. Remove links and users: End the manager account link; individually added users are removed through the Remove access option in the Actions column, as described on the access management page .
  4. Review linked accounts: Check Analytics, Tag Manager, Merchant Center, and Search Console access individually. Deleting users in Google Analytics requires the Administrator role at account level, and according to the Analytics documentation, the last administrator cannot delete themselves; an administrator on the business’s side is therefore essential.
  5. Receive assets: Ad copy, visuals, negative keyword lists, change notes, and landing page access are transferred to the business.
  6. Connect the new manager: The new agency, specialist, or in-house employee is added using the business’s Admin access; no major changes are made until measurement is verified.

The same list is used when an in-house employee leaves; adding advertising access to the employee departure checklist is recommended.

Hybrid model and one-time audits: Two intermediate routes

The hybrid model is an arrangement where an internal lead handles daily work while an external specialist handles strategy and technical setup. A one-time audit is an independent examination of the account’s current state before choosing a permanent model.

Hybrid model: In-house lead + external consultant

The internal lead knows the business and customer, while the external specialist brings comparison perspectives from other accounts and technical depth. In common practice, roles are divided as follows:

  • Internal lead: Campaign calendar, stock and price information, daily search term monitoring, feedback on lead quality from the sales team.
  • External specialist: Measurement setup, account structure, bidding strategy, testing new campaign types, and periodic audits.

The weak point is two people changing the same setting. Google’s third-party guide recommends testing partners one at a time rather than splitting budgets to try several simultaneously; in a hybrid model, who changes which setting should also be documented. The internal lead receives Standard access, the external specialist receives access as required, and Admin access remains with the business owner.

One-time account audit

When current management is uncertain or the account’s condition needs to be assessed before an in-house hire, a one-time audit is an intermediate step. The audit reviews measurement accuracy, search terms and negative keywords, account structure, access and ownership, and billing arrangements; its output is an actionable priority list. Differences between consulting, monthly management, and one-time audits, together with audit topics, are explained in detail on the Google Ads consulting page.

Questions to ask at the first meeting

When choosing a Google advertising agency, interviewing a freelance specialist, or conducting an in-house hiring interview with the same questions, candidates can be compared on equal terms. Request written answers:

  1. Who will actually manage the account: The person you are speaking with or someone else?
  2. How many accounts or tasks are handled simultaneously, and what happens when capacity is full?
  3. What will happen in the first week after taking over the account; will work begin by verifying measurement?
  4. In whose name will the account be opened, which access level is requested, and is ownership requested for the manager account?
  5. How is the management fee calculated, and is the advertising budget included in or excluded from the quote?
  6. Will reports include account-level cost, clicks, impressions, and conversion data, and how often?
  7. In which account will conversion actions be defined?
  8. Which campaign types are you experienced in, and can you share an anonymized sample report?
  9. Who will monitor the account during absences?
  10. How will the contract term, termination notice, and handover on exit work?

What do certifications and badges show?

Google offers Google Ads certifications in Search, Display, Measurement, Video, and Shopping through Skillshop; according to the Skillshop help page, training consists of free online courses. Certification shows an individual’s platform knowledge and does not replace live account experience; the same criterion applies to in-house hiring. The Google Partners badge is awarded to companies and, on Google’s partner requirements page, is tied to conditions such as certification, spending, and optimization score. What the badge means is discussed separately in the article explaining the Google Partners badge ; the third-party policy prohibits false claims about affiliation with Google.

Common mistakes in practice and the correct approach

Most mistakes in choosing a model arise from basing the decision on a single criterion. Common mistakes and the approaches used instead are as follows:

Common mistakeCorrect approach
Looking only at the monthly feeCalculate the annual total cost for the same scope
Equating in-house cost with salaryAdd employer costs, tools, training, backup, and auditing
Opening the account with the external party’s or employee’s personal emailOpen it in the business’s name and retain at least two internal administrators
Splitting the budget among several partners simultaneouslyTest partners one at a time as Google recommends
Never discussing the exitAdd an exit checklist to the contract or hiring document
Deciding by title or badgeAsk about measurement discipline, a sample report, and the first-week plan
Trusting ranking or sales promisesPolicy prohibits guaranteeing top placement; question the promise separately

When the question “Google Ads specialist or agency” is read through this table, the title becomes secondary. The deciding factors are whose name the account is in, where measurement is defined, and whether departure day has been planned in advance.

Which model does Onur Freelance use?

Onur Freelance is a web design and digital marketing studio based in Maltepe/Istanbul, operating since 2019; for Google Ads management, it falls within the freelance/studio model. This model does not suit every business: an agency with broader staffing may be more suitable for accounts requiring multiple countries, multiple channels, and ongoing creative production; a hybrid model is considered where advertising is managed daily through internal systems.

Working conditions are documented on the Google Ads prices page:

  • Google Ads management fees start from 9,000 TL per month; the exact amount depends on campaign count and types, competition, target region, and measurement setup.
  • The advertising budget is not included in the fee; it is paid directly to Google through the business’s own Google Ads account.
  • The management fee does not change with the amount of advertising spending and remains fixed while scope stays the same.
  • The account is opened in the business’s name or access is provided to the existing account; campaigns go live after conversions are tested, and changes are shared through reports.
  • The preliminary assessment is free, and the quote is delivered the same day; no guarantees are given for click costs, rankings, or sales.

When deciding between a Google Ads agency and freelancer, these conditions can be compared in the same table with other quotes. Messages are answered between 09:00 and 21:00; meetings are in person within Istanbul and online elsewhere. The answer to the same question for web design appears in the freelance web designer or agency article.

Let us decide using the figures and access list together

Which agency, freelance, or in-house option fits is discussed in a free preliminary assessment based on the budget, campaign types, and internal team. Contact is available through WhatsApp or by phone to obtain information, compare received quotes, or prepare to transfer an account; the distinction between management fees and advertising budgets appears on the Google Ads prices page.

Real cases in advertising management

Whatever the management model, the deciding factor is visibility into which searches receive the budget and whether conversions are measured.

Guesthouse in Kadıköy: the campaign inherited from previous management spent 4,000 TL daily without generating conversions; it was stopped and replaced with a local Search campaign containing 48 keywords and 51 negative keywords.

Pallet trading company in Germany: a 17-campaign plan costing 370 euros daily was reduced to one campaign matching the company’s actual budget of 30 euros daily.

Frequently asked questions

There is no single correct answer. For businesses with one service, one region, and Search campaigns only, common practice favors a freelance specialist or small studio; an agency structure handles accounts with multiple countries, multiple channels, and ongoing creative requirements more comfortably. The decision is based on management cost as a proportion of the budget and the number of specialties the account requires.

Often, lighter overhead produces a lower fee for similar scope, but this is not a rule. Compare on the same scope rather than the total fee: check whether measurement setup, report content, campaign count, and exit conditions are the same.

If advertising is managed daily using stock, CRM, or call center data, an internal lead has advantages; absence of the single person and nobody to review the work are risks. If internal Google Ads experience is limited, a hybrid model combining an internal lead and external consultant is often preferred in practice.

Employer obligations and benefits, recruitment and adjustment time, paid analysis and reporting tools, working time spent training, backup for leave and resignations, periodic independent audits, and equipment are the main items. Confirming current employer contribution rates with an accountant is recommended.

Not if the account is opened in the business’s name. According to Google, removing a manager account link leaves the client account’s campaign history intact and allows connection to a new manager account. Access to shared remarketing lists and cross-account conversion tracking is lost; if that manager account is the paying manager under monthly invoicing, billing settings must be changed first.

If the work involves editing campaigns, Standard access is often sufficient; Admin access remains with the business owner. If the specialist connects through a manager account (MCC), check separately whether ownership is granted; administrators of a manager account with ownership can edit user access in the client account.

The badge is awarded to companies meeting Google’s conditions such as certification, spending, and optimization score; it does not demonstrate management quality by itself, and its absence alone does not imply risk. The main checks are that the account is in the business’s name, cost, click, and impression data are shared in reports, and the fee is clearly stated.

Google Ads management fees start from 9,000 TL per month; the advertising budget is excluded and is paid to Google through the business’s own Google Ads account. The account is opened in the business’s name, and the quote is delivered the same day after a free preliminary assessment. Onur Freelance is not an official Google support channel.
