Setting up Google Ads conversion tracking consists of loading the Google tag on the website, creating a conversion action for each action to measure under Goals, and verifying the setup with Tag Assistant. On websites using GA4, conversions can also be created from GA4 events marked as key events; phone calls and enhanced conversions are additional layers built on this foundation.
This guide explains selecting conversion actions, adding the Google tag to the website, defining conversions through URLs and code, requirements for GA4 imports, the distinction between primary and secondary actions, enhanced conversions, call conversions, and verification steps, using the menu names in Google’s Turkish help documentation.

How do you set up Google Ads conversion tracking? Load the Google tag on the website, create a conversion action for each action to measure, and verify the setup with Tag Assistant. Only actions producing real value count as conversions: form submissions, calls exceeding a specified duration, purchases, and appointments. Actions such as tapping WhatsApp are generally kept for observation. Create a conversion action from the Summary screen in the Goals menu, scan the domain, and choose a category. Use address matching for a thank-you page and code for button clicks or amounts. Primary actions are used for bidding; secondary actions are only for observation. Conversions imported from Analytics arrive as secondary by default; if the same action is measured from two sources, make only one primary. Common mistakes: counting the same action as primary twice, a publicly accessible thank-you page, redirects removing click identifiers, and going live without testing. Verify setup by watching it live with Tag Assistant. All setup and verification steps are on the page. If measurement seems questionable, you can write via WhatsApp. Onur Freelance dot com.
What is conversion tracking, and why is a campaign blind without it?
Conversion tracking is the measurement system that records valuable actions such as form submissions, calls, or purchases occurring after an advertising interaction in Google Ads. Without this record, the account sees only clicks and impressions; it cannot tell which keyword, advertisement, or campaign brings customers.
Measurement’s second function is to feed the bidding system. Smart Bidding strategies such as Maximize conversions, target cost per acquisition, and target ROAS learn which actions are valuable from conversion data. Google recommends a learning period of 7 to 14 days for these strategies to stabilize and avoiding frequent changes to targets or budgets during this time. If measurement is set up incorrectly, the system learns to multiply the wrong action.
Before setup: Which actions should count as conversions?
Only actions producing real business value or strongly indicating that value are defined as conversions. Counting every click as a conversion inflates reports and steers bidding in the wrong direction. Typical candidates for service businesses and e-commerce websites include:
- Contact form submission: Measured through the thank-you page opened after a successful submission or through the submission event.
- Phone call: Calls exceeding a specified duration from the call button in the advertisement or the number on the website.
- Purchase: A completed payment recorded with the order amount and transaction ID.
- Appointment or quote request: A completed registration in the booking tool.
- Supporting actions: Intent indicators such as tapping the WhatsApp button, adding to cart, or viewing a pricing page; these are generally kept only for observation.
While preparing the list, decide how often each action will be counted. If two forms submitted by the same person represent one lead, select “one”; if each purchase represents separate revenue, select “every.”
How is the Google tag added to the website?
The Google tag (gtag.js) is a single code sending website data to multiple Google products such as Google Ads and Google Analytics, and it must load on every page. Google’s tag setup page recommends that when both Google Ads and Google Analytics are used, the tag should be installed on only one platform and the other product added later as a destination in tag settings. Older global site tags have also been automatically converted to the Google tag.
For Google Ads conversion tracking, the tag can be added in three ways: directly to the website’s head section, through a Google Tag Manager container, or through a content management system plugin. The most common problem on WordPress websites is code pasted manually into theme settings and a plugin loading the same tag a second time. Google emphasizes that websites must not be tagged twice when using tag management plugins, as conversions may otherwise be reported in duplicate.
How is a conversion action created?
A website conversion action is created from Goals > Summary in Google Ads and defined through a URL for page loads or through code for button clicks or variable values. Google’s web conversion setup page describes the flow as follows:
- Open Summary in the Goals menu and select “+ Create conversion action.”
- Edit data sources for website conversions, enter the domain, and use “Scan” to look for an existing Google tag or linked Analytics property.
- Select the conversion category closest to the action to measure, such as a lead form or purchase.
- For a page load such as a thank-you page, select “Automatically without code” and specify the matching type: exact URL, URL containing a particular expression, or URL beginning with a certain prefix.
- For a button click, purchase amount, or transaction ID, select “Manually with code” and implement the provided event snippet directly or through Tag Manager.
- Review and save the name, value, counting, click-through conversion window, and attribution in conversion settings.
The URL method is quick and requires no code changes once the tag is installed. However, if the thank-you page can be opened by typing its address directly or is counted again whenever refreshed, measurement becomes inflated; in this case, counting settings and page access are adjusted together. On e-commerce websites, transmitting the order amount and transaction ID is necessary for value-based bidding strategies.

How are GA4 key events imported into Google Ads?
There are three prerequisites for turning a GA4 event into a Google Ads conversion: mark the event as a key event in GA4, link the Analytics property to the advertising account, and enable auto-tagging in the advertising account. Google’s page on creating conversions from GA4 events also provides the marking path: in GA4, open Admin > Data display > Events and enable “Mark as key event” beside the relevant event.
A newly defined event may not be markable before appearing in the list; it needs to be triggered at least once first. After accounts are linked or the event is marked, import options may take 24 to 48 hours to appear in Google Ads. Required permissions are administrator access in Google Ads and at least the Marketer role in GA4.
Two easily overlooked import details directly affect results. Conversions created through GA4 arrive as secondary by default and must be made primary in Google Ads to be used for bidding. If website redirects remove the Google click identifier (GCLID) from the address, the conversion cannot be matched to the advertisement; redirects and form plugins removing campaign parameters are therefore tested during setup.

The difference between primary and secondary conversion actions
Primary conversion actions appear in the “Conversions” column in reports and are used for bid optimization; secondary actions are only for observation and are reported in “All conversions.” Google particularly emphasizes that incorrect configuration can prevent Smart Bidding from optimizing effectively.
A common distinction in service and e-commerce accounts is:
- Kept primary: Form submissions, phone calls exceeding the specified duration, completed purchases, and appointment bookings.
- Kept secondary: Tapping the WhatsApp button, adding to cart, proceeding to checkout, and viewing a particular page.
If the same action is measured both by the Google Ads tag and a GA4 import, make only one primary; otherwise, a single form is counted as two conversions. Change the setting by editing the relevant goal under Goals > Summary, in the “Conversion action optimization” section. An action added to a custom goal is used for bidding regardless of whether it is primary or secondary.
What are enhanced conversions, and when are they enabled?
Enhanced conversions improve measurement accuracy by hashing first-party data provided by users at conversion, such as email, phone, name, or address, with the SHA256 algorithm and sending it to Google. The enhanced conversions page distinguishes two types: enhanced conversions for web improve measurement of online sales and events, while enhanced conversions for leads improve measurement of sales originating as website leads and completed offline later.
Enable the feature in conversion action settings or the “enhanced conversions” switch at the end of setup; define which form fields supply the data through the tag, Tag Manager, or API. The lead type is especially meaningful for service businesses where a form is completed and the sale closes by phone or face to face. Because visitor data is processed, this use must be explained in the website’s privacy notice, and consent obtained wherever required by applicable law or Google policies.
How are phone call conversions tracked?
Phone call conversions are tracked in different ways, including calls directly from an advertisement, calls to the website number by visitors who clicked an advertisement, and taps on the number on a mobile website. Google’s phone call conversion page defines five methods:
- Calls from advertisements: Calls from a call asset or call-only advertisement exceeding a specified minimum duration; call reporting must be enabled.
- Calls to a website number: Visitors arriving by clicking an advertisement see a Google forwarding number dynamically replacing the real website number; calls through this line are matched to the relevant click.
- Clicks on a number on a mobile website: The tap on the number or call button is measured rather than the call itself.
- Clicks on call advertisements and assets: Counted according to an estimate of whether a meaningful call occurred, without using a forwarding number.
- Importing call conversions: Calls shown as resulting in a sale in the customer records system are uploaded to Google Ads.
Google forwarding numbers are not available in every country; availability is checked in call reporting within account settings. Where number support is unavailable, mobile click measurement is the most common alternative. The minimum call duration is determined according to the business’s actual conversation patterns; if too short, wrong-number calls also count as conversions.
How is setup verified with Tag Assistant?
That the setup works is verified by connecting to the website through Google’s Tag Assistant tool and observing the moment the conversion action triggers live. Verification follows this sequence:
- Open tagassistant.google.com, enter the website address using “Add domain,” and connect.
- In the debugging window that opens, confirm the Google tag loads on the page.
- Perform a real action on the website: submit a test form or reach the thank-you page.
- In the event list, check that the Google Ads conversion request is sent with the correct conversion ID and label.
- If value and transaction ID are transmitted, examine whether the parameters contain values.
If connection fails, possible causes include a missing tag, an ad blocker, a tag loading inside an iframe, or a cookie consent tool blocking Google tags. On websites using a cookie consent tool, configure it compatibly with Google’s consent interface; test tag behavior separately before and after consent.
What do conversion statuses mean?
After Google Ads conversion tracking setup, the health of each conversion action is monitored through the “Status” column under Goals > Summary. Google’s troubleshooting page defines five general statuses:
| Status | Meaning | Action to take |
|---|---|---|
| Active | Everything works as intended | Regular checks are sufficient |
| Needs attention | Recording continues, but actions are required | Read the warning details and apply the recommendation |
| Misconfigured | Recording has completely stopped because of a setup error or broken tag | Examine the tag and trigger immediately |
| No recent conversions | No conversions recorded in the last 7 days | Check whether the action is new, the campaign paused, or traffic sufficient |
| Removed | The action has been deleted or archived | Recreate it if still needed |
It is normal for a newly created action to appear “unverified” or “inactive” in its first hours; status updates when the first real conversion or a successful test is recorded.
Common conversion tracking mistakes
Most Google Ads conversion tracking errors result from no one checking after the initial setup; a website update, new form plugin, or theme change can silently break the tag. The most common problems are:
- Counting the same action as primary twice: The Google Ads tag and GA4 import are both left primary.
- Leaving the thank-you page publicly accessible: Opening the page from the menu or search generates conversions that are not real.
- Making a page view a conversion: Opening the contact page is reported as a lead.
- Redirects removing GCLID: The conversion happens but cannot be matched to the advertisement.
- Conversions without values: On a website making sales, value-based bidding cannot be used because amounts are not transmitted.
- Going live without testing: The error is noticed only after weeks of lost data.
Managing measurement together with campaign structure, keywords, and bidding strategy forms the foundation of the Google advertising management service; work including local context for businesses in Istanbul is described on the Istanbul Google Ads management page. On Meta, the same measurement logic is established through the pixel and Conversions API; that setup is addressed within Meta advertising management services. The share of the budget allocated to paid advertising and organic search can be evaluated through the advertising and SEO comparison article.

Frequently asked questions
Is Google Analytics required for Google Ads conversion tracking?
No, conversions can be defined directly in Google Ads with the Google tag. If GA4 is used, key events can also be imported; when both methods are used, the same action must count as primary from only one source.
Why does a GA4 event not appear in Google Ads?
The event must be marked as a key event in GA4, the accounts linked, and auto-tagging enabled. After these steps, the option may take 24 to 48 hours to appear in Google Ads.
Why does the conversion status show "inactive"?
This is normal for newly created actions and updates when the first conversion or successful test is recorded. If it remains unchanged for a long time, check with Tag Assistant whether the tag loads on the page.
Should WhatsApp clicks count as conversions?
Measuring them is useful, but keeping them secondary is more appropriate for most businesses. A click indicates intent; it does not mean a message was sent or a job confirmed.
Do enhanced conversions share personal data in plain text?
No, data such as email and phone numbers is one-way hashed using SHA256 before being sent to Google. Even so, this use must be explained in the privacy notice and consent obtained where required.
How are phone calls measured as conversions?
Calls from the advertisement’s call asset, calls to the website number, or taps on the number on a mobile website can be measured. Availability of methods requiring a Google forwarding number varies by country.
Should campaigns be changed immediately after conversion setup?
When Smart Bidding is used, Google anticipates a learning period of 7 to 14 days. Frequent changes to targets, budgets, or conversion settings during this period reset learning.
