Briefly: Google Ads prices consist of two separate items. At Onur Freelance, the Google Ads management fee starts from 9,000 TL per month; the advertising budget paid to Google is not included in this fee and is paid directly to Google through the business’s own Google Ads account. The final management fee is determined by the number and types of campaigns, competition in the industry, target area and the scope of conversion tracking setup. Cost per click is determined through an auction for every search. How advertising is managed together with maintenance and SEO is explained on the website management page.

What does the Google Ads price consist of? Two separate items: the management fee paid to the person managing the account and the advertising budget paid directly to Google from the business’s own account. The management fee is determined by the account’s complexity rather than the budget: the number and types of campaigns, competition, target area, measurement setup and the account’s current condition. Cost per click is not a fixed tariff; it is determined through an auction for every search. The bid, ad and page quality, competition and search context determine ranking. After the first message, the existing account is reviewed with read-only access. The quote arrives the same day; campaigns are launched after conversions have been tested. Quotes are compared using the same scope: is the budget included, whose name is the account in, is measurement within scope? A quote promising cost per click or sales is questioned separately. Current packages, prices and the steps of budget calculation are on the page. You can message on WhatsApp for a free preliminary assessment. Onur Freelance dot com.
Which two items make up Google Ads prices?
Google Ads prices consist of two separate items: the management fee and the advertising budget. The management fee is paid to the person who sets up, measures and regularly improves the campaigns; the advertising budget is paid directly to Google in return for ads being shown and clicked. The payment recipient, party determining the amount and control differ between the two items:
| Question | Management fee | Advertising budget |
|---|---|---|
| Who receives payment? | The person or agency managing the account | Google, through the business’s own Google Ads account |
| Who determines the amount? | Agreed with the service provider according to scope | The business; entered as an average daily budget for each campaign |
| What does it pay for? | The work of setup, measurement, optimization and reporting | Ad clicks, impressions and other interactions depending on campaign type |
| How does it change during the month? | It does not change as long as the agreed scope remains the same | Daily spending fluctuates; the monthly limit is 30.4 times the average daily budget |
| At Onur Freelance | Starts from 9,000 TL per month | Not included in the management fee |
For a quote stating a single amount, the first question should be whether that amount includes the budget going to Google. SEO is also a separate service and priced separately; it too starts from 9,000 TL per month, but purchasing both services together does not mean that a single fee of 9,000 TL covers both. The scope of the organic side is explained on the SEO (search engine optimization) page.
Which factors change the monthly management fee?
The Google Ads management fee is determined by how much work the account requires; at Onur Freelance this fee starts from 9,000 TL per month and is finalized after the scope is reviewed. What increases the amount is the complexity of the structure being managed, rather than the advertising budget. The review looks at these five areas:
- How many campaigns, and which types: An account running only search ads requires different effort from one running Search, Performance Max and video simultaneously.
- Competition: In industries where many advertisers compete for the same queries, bids, search terms and ad copy are reviewed more frequently.
- Target area: The location and language structure changes between a single district and multiple cities or countries.
- Measurement setup: Setting up and testing the tag, GA4 link and call, form, message and order conversions determines the first month’s workload.
- The account’s current condition: Setting up from scratch and reorganizing an account that has been run in a disorganized way for a long time require different initial work.
In some industries, paid advertising itself is restricted: the Regulation on Promotion and Information Activities in Healthcare Services dated November 12, 2025 provides that healthcare facilities and healthcare professionals may register with search engines provided that this is not paid, sponsored or intended to gain prominence; for businesses in this field, the current regulation text and legal advice where necessary should be the basis before an advertising plan is prepared.
How is the advertising budget paid to Google, and how does the daily budget work?
The advertising budget is entered as an average daily budget for each campaign, and spending is paid to Google through the payment method defined in the business’s Google Ads account. According to Google’s average daily budgets page, a campaign may exceed this average on days when clicks or conversions are more likely. For most campaigns, the daily spending limit is twice the average daily budget, and the monthly limit is 30.4 times that amount. To calculate monthly and daily budgets from target inquiries, conversion rate and cost per click, the Google Ads budget calculation tool can be used.
30.4 is the average number of days obtained by dividing the number of days in a year by twelve months; a planned monthly amount is converted into a daily budget by dividing it by this number. According to Google, campaigns using ad scheduling also follow the same monthly target regardless of the number of active days. This is why weekday spending for a business that does not show ads on weekends can appear higher than the entered average.
For ads served in Turkey, another item is added to the invoice besides advertising cost. According to Google’s jurisdiction-specific surcharges page, the Turkey Regulatory Operating Cost was reduced from 7% to 4.5% effective January 1, 2026. This surcharge is calculated for ads shown to users in Turkey and invoiced in addition to advertising costs.
This item is not the same as digital services tax. Under Law No. 7194, advertising services provided in a digital environment are subject to digital services tax, the taxpayer is the digital service provider, and the tax is not shown separately on the invoice. The rate was set at 5% from January 1, 2026 and 2.5% from January 1, 2027 by Presidential Decision No. 10767, published in the Official Gazette dated December 25, 2025.
How much should the Google advertising budget be?
There is no amount that suits everyone for a Google advertising budget; the right budget is calculated backward from the amount that can be paid for a customer inquiry. The raw data comes from Google’s Keyword Planner tool: it provides estimates of a keyword’s monthly search volume and average cost. Google reminds users that performance also depends on bids, ad quality, location and customer behavior; the number in the planner is a starting assumption. The calculation is built in this order:
- The value of one customer: The average order or job amount and the profit remaining from it are determined.
- Acceptable inquiry cost: Considering how many incoming inquiries turn into sales, the highest amount that can be paid for a form, call or message is found. The average cost-per-conversion target entered in the Target CPA bidding strategy is also based on this logic.
- Required clicks: The number of inquiries targeted during the month is divided by the website’s estimated conversion rate.
- Monthly budget: The required number of clicks is multiplied by the cost-per-click estimate in the planner.
- Daily budget: The monthly amount is divided by 30.4 and entered into the campaign as the average daily budget.
The calculation is updated as actual cost-per-click and conversion-rate data from the first weeks become available. If the acceptable inquiry cost does not support the cost per click in the planner, the solution is often narrower keywords, a better landing page or a different campaign type, rather than a larger budget.
What determines cost per click (CPC)?
Cost per click is not a fixed tariff; it is determined according to Ad Rank in the auction held for each search. Google’s Ad Rank page lists the six factors determining whether an ad will appear and in which position as follows:
- Bid: The highest amount one is willing to pay for a click.
- Ad and landing page quality: Relevance, expected click-through rate and landing page experience.
- Ad Rank thresholds: The minimum level that must be exceeded for the ad to be shown.
- The competitiveness of the auction: How close the ranks of ads competing for the same position are to one another.
- Search context: Search term, user location, device, time of search and other results on the page.
- Expected impact of ad assets: The contribution of assets such as phone numbers and sitelinks to ad performance.
The actual CPC paid is often lower than the maximum bid entered: according to Google, advertisers pay the lowest amount sufficient to clear Ad Rank thresholds and exceed the rank of the competitor immediately below them. Because positions above results have higher thresholds, clicks there are generally more expensive. Since quality is also part of ranking, raising the bid is not the only solution.
Let’s calculate the budget using actual estimates
When the service, target area and approximate value of one customer are shared, a budget framework based on keyword estimates is prepared. If an existing account is available, the free preliminary assessment is performed with read-only access; no settings are changed.
Example monthly total cost: advertising budget + management fee
The monthly total cost is the sum of two separate payments: advertising spending going to Google and the management fee paid to the person managing the account. The table below is an example prepared only to show how the calculation is built; an average daily budget of 300 TL is an assumption, not an amount recommended for an industry or area.
| Item | Who receives payment | Example amount |
|---|---|---|
| Advertising spending (daily average 300 TL ? 30.4) | At most 9,120 TL | |
| Turkey Regulatory Operating Cost (4.5%) | Approximately 410 TL | |
| Management fee | Onur Freelance | From 9,000 TL |
| Example monthly total | From approximately 18,530 TL |
Advertising spending may remain below this upper limit during the month; Google may exceed the daily budget on some days, but the monthly total does not exceed 30.4 times the average daily budget. The management fee, however, does not change according to the advertising amount spent and remains fixed as long as the scope stays the same. To calculate using your own figures, the Google Ads budget calculator can be used.
How do campaign types affect the price?
Campaign type changes both where the advertising budget is spent and the effort required for management; when discussing Google Ads prices, which type will be used should be clarified first. The same amount may be spent on queries with clear intent in search results or on an audience on YouTube that is not yet searching for the product. Both the cost and the way it is measured differ between these two types of spending:
| Campaign type | What is the budget spent on? | Effect on the management fee |
|---|---|---|
| Search Network | Clicks on text ads shown in Google search results | Maintaining keywords, match types and negative lists requires regular effort |
| Performance Max | All of Google’s advertising inventory: Search, YouTube, Gmail, Maps and other channels in a single campaign | Conversion goals, text and image assets, and a product feed if applicable are prepared |
| Video (YouTube) | Video views and interactions with cost-per-view (CPV) bidding | Video production is a separate job; audience and placement checks are added |
| Display Network | Image ads shown on websites and in apps | Image sizes, audience segments and remarketing lists are managed |
For most businesses providing local services, the initial budget is allocated to the Search Network because the query generating the spending is clearly visible. Performance Max, according to Google’s definition, is a goal-based type; it is set up alongside search campaigns rather than replacing them and does not work properly unless the conversions that matter have been defined. Which campaign types suit which businesses is compared in detail on the Google Ads management page.
Why is conversion tracking setup part of the price?
Conversion tracking is the data source showing which searches and ads bring customers from the budget spent; without it, it is impossible to know whether a click is expensive or cheap. If form, phone, WhatsApp or sales information is not flowing into the account, cost per click is visible but customer acquisition cost is not.
The foundation of the infrastructure is the Google tag on the website; the GA4 property is linked to the advertising account, and actions marked as key events can be imported. On WordPress websites, managing tags through a Google Tag Manager (GTM) container makes it easier to add new actions without touching code. Actions measured during setup:
- Phone calls from the call button in the ad and the number on the website
- Pressing the WhatsApp button and tapping the number on mobile
- Successful form submission or thank-you page
- Orders and order value in e-commerce
Smart Bidding strategies try to increase whichever action is identified as a conversion. In an account where page views are counted as conversions, cost per inquiry may look low while actual customer acquisition cost remains unknown; this is why setting up and testing measurement is included in the management scope.
How does location targeting affect costs for local businesses?
Location targeting is the first setting preventing the budget from being spent in areas that cannot be served; for local businesses, this setting is checked before Google Ads prices are discussed. Areas such as countries, cities and districts, or a radius around an address, can be targeted.
The main difference comes from the option selected. The broad setting Google recommends for search campaigns, ?Presence or interest,? can also show ads to people who are not in the area but are interested in it. For those wanting to target only people in the area rather than interested people elsewhere, Google recommends considering the ?Presence? setting; for an on-site plumber or neighborhood hair salon, this reduces wasted clicks.
For businesses serving Maltepe and its surroundings, the district and radius structure is explained on the Google Ads management in Maltepe page, while separation by side of the city and district is explained on the Google Ads management in Istanbul page.
Agency and freelance fee models: fixed fee or percentage of budget?
Google Ads agency fees in the market are mostly determined through two models: a fixed monthly management fee or a certain percentage of advertising spending. Some quotes combine the two, while others request a separate initial fee for setup.
With a fixed fee, the amount depends on scope and does not automatically rise as the budget grows. In the percentage model, the fee grows with spending; this may provide flexibility for accounts whose budgets change significantly from month to month, but the reasoning behind recommendations to increase budgets should be questioned more carefully. At Onur Freelance, the management fee is a monthly amount determined according to scope and starts from 9,000 TL.
Questions to ask when comparing quotes
Different Google Ads management fee quotes can only be compared using the same scope. The checklist below makes the differences behind the numbers visible:
- Is the advertising budget included in the quote or excluded?
- Will the Google Ads account be opened in the business’s name, and how will management access be granted?
- Is conversion tracking (Google tag, GA4, phone and WhatsApp) within scope?
- How often will the search terms report be reviewed, and who will add negative keywords?
- Are landing page edits or the need for a new page priced separately?
- Which metrics will appear in the report, and will the reasons for changes be shared?
- How long is the contract, and who retains the account and historical data when the work ends?
A quote guaranteeing cost per click, ranking or sales should be questioned separately. Because CPC is determined again through an auction for every search, no manager can guarantee this amount in advance.
What common mistakes drain a Google Ads budget?
When Google Ads prices are considered high, the reason is often that the budget is going to irrelevant clicks, rather than the click itself. Common mistakes in general practice include:
- Uncontrolled broad match: When broad match is enabled with manual bidding without conversion data, ads may also appear for searches weakly related to the keyword.
- No negative keyword list: If queries such as ?job vacancy,? ?free? and ?how to? are not filtered out, the budget goes to clicks without purchasing intent.
- Launching without measurement: Because it is not known which campaign brings customers, budget decisions rely on guesswork.
- Splitting the budget across too many campaigns: No campaign receives enough clicks to collect meaningful data.
- Directing all ads to the homepage: When the search and page do not match, the visitor is lost and ad quality also weakens.
- Not checking the location option: Clicks from areas not served are deducted from the budget.
These mistakes arise from decisions made during setup and can continue unnoticed for months; reviewing these items before increasing the budget shows where the spending is actually going.
How is a Google Ads quote prepared at Onur Freelance?
A final Google Ads price quote is prepared after the business’s goal and any existing account have been reviewed and is delivered the same day. Messages are answered between 09:00 and 21:00; meetings are held face to face within Istanbul and online elsewhere. The steps are as follows:
- First message: The service or product being sold, target area and status of any Google Ads account are communicated through WhatsApp or by phone.
- Free preliminary assessment: The existing account is reviewed with read-only access; if there is no account, the campaign type appropriate to the goal and measurement needs are determined.
- Clarifying the scope: The number and types of campaigns, target area, competitive situation and conversion tracking setup are listed.
- Quote: The monthly management fee is shared the same day as a final amount according to scope, starting from 9,000 TL; the advertising budget recommendation is stated as a separate item.
- Setup and measurement: The account is opened in the business’s name or access is granted to the existing account; campaigns are launched after conversions have been tested.
- Regular management: Search terms, negative keywords, bids and ads are updated according to data; changes are shared through reports.
If there is no suitable landing page for the ads to direct visitors to, the page is planned as a separate job; starting prices in web packages are 12,000 TL for a single page and 15,000 TL for a corporate website, with details on the web design prices page. No cost-per-click, ranking or sales guarantee is provided.
Let’s share the final quote the same day

How much is paid for Google Ads management in 2026?
At Onur Freelance, Google Ads management is charged at a fee starting from 9,000 TL per month; the exact amount is determined by the number and types of campaigns, competition in the industry, target area and conversion tracking setup. The advertising budget paid to Google is not included in this fee and is paid through the business’s own Google Ads account.
Is the advertising budget included in the management fee?
No. Advertising spending is paid to Google through the card or payment method added to the business’s own Google Ads account; the management fee is another item invoiced separately.
How much should the Google advertising budget be?
There is no amount that suits everyone; the amount that can be paid for a customer inquiry, the target number of inquiries and the cost-per-click estimates in Keyword Planner are calculated together. The resulting monthly amount is divided by 30.4 to obtain the campaign’s average daily budget.
Can Google Ads exceed the daily budget?
It can exceed it on some days; according to Google, daily spending for most campaigns can reach up to twice the average daily budget. The monthly spending limit is 30.4 times the average daily budget, and no payment above this limit is made at the end of the month.
Why does cost per click vary from industry to industry?
CPC is determined in the auction held for every search according to the bid, ad and landing page quality, Ad Rank thresholds, competition and search context. As the number of advertisers competing for the same searches increases, the amount paid for top positions may also rise.
What appears on a Google Ads invoice besides advertising cost?
For ads served in Turkey, Google applies a surcharge called the Turkey Regulatory Operating Cost; the rate is 4.5% effective January 1, 2026. The taxpayer for digital services tax is the service provider, and this tax is not shown separately on the invoice.
Is a single fee paid when SEO and Google Ads are purchased together?
No. Google Ads management and SEO are separate services and priced separately; both start from 9,000 TL per month. Purchasing them together does not mean that a single fee of 9,000 TL covers both services.
Is a cost or results guarantee offered for Google Ads management?
No. Because cost per click is determined again through an auction for every search, no cost-per-click, ranking or sales guarantee is offered. Instead, the approach is to share spending and conversions transparently through regular reports.
