Google advertising agency fraud occurs when a third party selling Google Ads services misleads a business about its connection with Google, advertising spending, account ownership, or achievable results. The most common forms are calls impersonating Google representatives, budgets spent in the agency’s own account without showing a breakdown, accounts never handed over to clients, and promises of “first-place guarantees.” Most of these signs also align with Google’s own published third-party rules addressing Google Ads fraud risks.
This guide does not identify any company, person, or complaint record; the signs described are categories and are based on Google’s Turkish help pages. Onur Freelance has no official connection with Google and is not a Google Partner. The following sections address Google’s warnings, account and invoice checks, questions before hiring an agency, initial steps when suspicious, and how to read reviews, in that order.

Which signs are risky when working with a Google advertising agency? The clearest is a business being unable to access its own advertising account and invoices from Google. Calls impersonating Google representatives, budgets without breakdowns, accounts not handed over, unverifiable reports, and first-place promises; when several appear together, examine the situation carefully. Under Google’s third-party rules, the agency reports the full cost, supplies the customer ID on request, and uses a separate account for each advertiser. Before signing, clarify in writing whose name the account will be opened in, how the budget will be paid, whether the fee is separate, and who keeps the data upon departure. First change the Google Account password and enable two-step verification. Review users, compare invoices with the statement, and request the customer ID from the agency in writing. The checklist and Google’s official contact routes are on the page. If you have doubts about an account or proposal, you can write on WhatsApp. Onur Freelance dot com.
Let us check who holds the account together
If you are working with an agency and have questions about account ownership, access level, or invoices, a free preliminary assessment can be conducted using screenshots. The assessment is neither an accusation nor a legal finding; it clarifies whether the account is in the business’s name and where spending appears.
What are the most common forms of Google advertising agency fraud?
The most common forms are impersonating Google representatives, hidden budgets, accounts not handed over, unverifiable reports, and ranking guarantees; their common feature is that the business cannot directly access its own advertising data and money. Each category below may have an innocent explanation on its own; when several appear together, the situation should be examined carefully.
- Claiming to be a “Google representative”: calls claiming to be made on Google’s behalf, that the business will be put on “Google’s approved list,” or that the account is about to close, followed by selling a paid package.
- Hidden budget: ads run from the agency’s own Google Ads account; the business is told a total amount without being shown what was actually paid to Google.
- Account not handed over: the account is opened with the agency’s email, the business is never added as a user, or access is disabled upon departure.
- Unverifiable report: reports presented only as PDFs or screenshots without account access, preventing comparison with data in the Google Ads interface.
- “First-place guarantee”: promises that the ad will appear at the top of every search, unlimited clicks will be delivered, or advertising will improve organic rankings.
The promise in the final item is also frequently heard for organic results; why rankings cannot be promised in search engine optimization is addressed separately in the guaranteed SEO services article. Fake Google advertising agency offers often combine several of these signs in the same package.
What rules does Google set for third-party agencies?
Google binds everyone purchasing or managing advertising on behalf of clients to its third-party policy; the policy covers three areas: transparency, prohibited practices, and account setup. Its most valuable aspect for a business is explicitly establishing which information can be requested from an agency.
On transparency, the Google cost reported by the agency must be the full amount with its own fees separated. If a management fee is charged in addition to Google’s advertising cost, that fee is disclosed to a new client in writing. The Google Ads customer ID is also provided when the client asks; Google sets this rule so advertisers can raise agency concerns directly with Google.
Prohibited practices include falsely claiming a connection with Google, guaranteeing top placement on Google, saying ads will appear continuously in Search, offering unlimited clicks, and misrepresenting how cost is calculated. The account setup rule is also clear: a separate account must be used for each end advertiser managed. Combining different businesses’ ads in one account conflicts with this rule.
Google’s guide to working with third parties for advertisers explains the same topic from the business’s perspective. According to the guide, advertisers have the right to know at least clicks, impressions, and cost; because ad position is determined anew by auction for each search, a particular position on Google.com cannot be guaranteed, and advertising on Google does not affect organic rankings. The guide also recommends obtaining an official copy of the written agreement against the risk of the agreed budget not being used.
Calls impersonating Google employees
The oldest form of Google advertising agency fraud is a phone call beginning “We are calling from Google.” Google’s suspicious emails and calls page states that businesses and hackers sometimes act as though they have a relationship with Google. During such a call, ask the other party to send an email with @google.com in the “From” and “Return-path” fields. Google’s account security landing page adds another check: the caller can be asked to name campaigns or ad groups in the account and their click counts.
What does the “Google Partner” badge show?
Google Partners is a program run by Google for agencies managing Google Ads accounts on behalf of other businesses; Partner status requires performance, spending, and certification conditions to be met. Google’s guide recommends clicking the badge on the company’s website to verify status: if genuine, the link leads to the company’s profile page on Google. Displaying a badge or claiming a status not held is explicitly prohibited in the third-party policy.
The badge shows that the program’s conditions have been met; alone, it does not prove a particular result or that every account will be managed carefully. Independent managers also work without a badge; trust when working with them is established through the business retaining its account and data being open rather than through a badge.
Who should hold account ownership and access levels?
The Google Ads account should be opened under the business’s own Google Account, and Admin access, the highest authorization level, should remain with the business. According to Google’s access levels table, adding users, changing access levels, and unlinking a manager account can be done only at this level. A business leaving the account to the agency without being a user itself may be unable to access its own data upon departure.
The agency is given only the access needed for the work; details of audit, editing, and ownership options are explained on the Google Ads consulting page and are not repeated here. For a quick check, open Access and security from the account’s Admin menu and see whether an email belonging to the business is listed at Admin level.

Why should the invoice come directly from Google?
When the advertising budget is paid directly to Google, all spending appears in the business’s own billing records without reliance on the agency’s statement. In this arrangement, the agency invoice shows only the service fee; advertising spending and management fees are not mixed. The gap most frequently encountered in Google advertising agency fraud is precisely the blending of these two items in one invoice.
Places to check to verify spending are:
- Documents: Google’s getting an invoice, statement, or payment receipt page states that documents are downloaded as PDFs from Documents in the Billing menu; the document type varies by payment setting and billing address country.
- Billing activity: the previous month’s spending can be viewed and downloaded from this screen even before the account statement is issued.
- Bank statement: according to Google’s payment dispute page, Google Ads charges usually appear on statements with “GOOGLE *ADS” and the ten-digit customer ID; this number identifies which account received the money.
- Payment profile: the name, address, and tax number must belong to the business; users with Admin or Billing access can update this information.
If the customer ID on the statement differs from the ID shown in the account, payment may be going to another account. This comparison quickly reveals whether there is a difference between the agency’s reported spending and Google’s record.
How do you distinguish a reliable agency arrangement from a risky one?
The distinction comes from the answers to three questions: who holds the account, where the money goes, and who can see the data. The table places two arrangements seen in general practice side by side without naming competitors.
| Topic | Reliable arrangement | Risky arrangement |
|---|---|---|
| Account ownership | Under the business’s Google Account, with Admin access held by the business | Opened with the agency’s email; the business is not even a user |
| Advertising budget | Directly to Google from the business’s payment profile | A lump-sum payment to the agency, with the amount reaching Google unclear |
| Invoice | Google document for advertising, separate agency invoice for services | A single-item “advertising package” invoice |
| Reporting | Account access is available; clicks, impressions, and cost are verifiable | PDFs or screenshots only |
| Promise | Objective and measurement plan, no outcome commitment | “First place,” “unlimited clicks,” “Google approved” |
| Contract | Scope, fee, termination, and account handover in writing | Verbal agreement, pressure for a quick signature |
| Departure | Agency access is removed; the account and historical data remain with the business | The account is closed or data is not delivered |
An item in the risky column alone may not mean bad faith; in some small-scale packages, paying the budget through the agency may be a deliberate choice. Even in that model, the full amount received by Google must be reported and the customer ID shared on request; avoiding these requirements strengthens suspicion of Google advertising agency fraud.
Let us read the proposal together before you sign
If you have an agency proposal or draft contract, account ownership, the budget payment route, reporting, and termination clauses can be reviewed independently. The text can be shared on WhatsApp for a free preliminary assessment; this assessment does not replace legal advice.
Checklist before hiring a Google advertising agency
The right questions before hiring make most potential future disputes visible from the outset. Getting answers in writing also aligns with the written agreement recommendation in Google’s guide.
- Whose Google Account will be used to open the Google Ads account, and which access level will the business have?
- Whose payment method will pay the advertising budget to Google, and in whose name will Google documents be issued?
- Is the management fee separate from ad spending; is it fixed or proportional to spending?
- Which metrics will the report include, and can the business sign in and see the same data?
- Will the customer ID be shared on the first day of the engagement?
- How does the agency describe its relationship with Google; if it claims a status, does the badge lead to its profile page on Google?
- How will access be removed when the contract ends, and will campaigns and conversion tags remain with the business?
How to write clauses such as scope, delivery, termination, and intellectual property is addressed as a list in the web design contract guide; the same discipline can be used for advertising services. Pressure such as “a discount if you sign today” is among the behaviors Google’s guide says to watch for.
What are the first steps if you are suspicious?
When Google advertising agency fraud is suspected, the first task is to secure access to the account and money; discussion and complaints follow afterward. Google’s security and billing pages support this sequence:
- Change the Google Account password and enable two-step verification; according to Google, anyone with access to the Google Account can also enter the Ads account.
- Review the user list in Access and security; remove unknown users and verify that an account belonging to the business has Admin access.
- Open Summary and Documents in the Billing menu; compare charges with the agency report and bank statement.
- Request the customer ID and account access from the agency in writing; the third-party policy requires the customer ID to be provided on request.
- If the issue cannot be resolved with the agency, contact Google: a separate third-party reporting form exists for problems with a company selling Google Ads services, and the “Contact us” flow in the Help Center handles account-specific matters.
The route to official channels and preparation before a request are explained separately in the Google Ads customer service guide. Onur Freelance is not Google’s official support channel and cannot act on Google’s behalf. According to Google’s third-party troubleshooter, the results of an agency investigation are not shared with the applicant, and Google does not intervene in contract breach disputes between the parties.
General information on bank disputes, prosecutors, and consumer arbitration committees
On its payment dispute page, Google generally describes disputing a payment with the bank (a chargeback) as the recommended first step for unauthorized charges from an unknown account. The same page also warns that initiating a chargeback against a legitimate Google Ads balance can cause account suspension. If your own account is suspended, the route to follow appears in the suspended Google Ads account guide.
In situations involving suspected crime, under Article 158 of Criminal Procedure Code No. 5271, a report or complaint can be made to the Chief Public Prosecutor’s Office or law enforcement authorities. Consumer arbitration committees handle disputes under Consumer Protection Law No. 6502, which defines a consumer as someone acting for noncommercial or nonprofessional purposes; whether this route is appropriate for advertising services purchased for a business is assessed according to the specific circumstances. Which route to follow should be clarified with a lawyer. This section provides general information and is not a legal opinion.
How should Google advertising agency reviews be read?
When reading Google advertising agency reviews, the concrete topic addressed matters more than the rating. Reviews mentioning verifiable topics such as account ownership, reporting, and invoices carry more information than general praise or general anger.
The same complaint repeated by different people at different times is more meaningful than a single harsh review; particularly note statements describing processes, such as “they did not hand over the account when we left” or “the spending breakdown was not shown.” Numerous positive reviews written in similar language over short intervals are not, by themselves, proof of trustworthiness. Also read the business’s responses to negative reviews: a concrete explanation and proposed solution paint a different picture from defensive or threatening language.
Content on review websites is a one-sided account, not a verified judgment. Use reviews to determine questions for the meeting; make the decision based on contract clauses and account access, because account ownership rather than reviews is the strongest protection against Google advertising agency fraud.
Common mistakes and the correct approach
Most mistakes arise from treating the advertising account as a “package” offered by the agency rather than an asset of the business. Common situations and the correct alternatives are:
- Having the agency open the account: Open the account through the business’s Google Account and add the agency later by invitation.
- Sharing a verification code by phone: Do not share codes, passwords, or card details with anyone; first wait for an official email from someone claiming to call on Google’s behalf.
- Looking only at the agency report: Compare the account’s billing records with the reported amount every month.
- A single shared email: Add each person through their own Google Account and remove access when they leave.
- Choosing based on a promise: Compare proposals by measurement plan, reporting arrangements, and account ownership conditions rather than ranking promises.
Google’s guide states that learning the basics of advertising does not take much time and recommends setting aside time each month to measure investment and results. A business owner familiar with clicks, impressions, cost, and conversions can also recognize a misleading report more easily.
How does Onur Freelance work with Google Ads accounts?
Accounts managed by Onur Freelance are opened in the business’s name or remain with the business; Admin access belongs to the business, and the advertising budget is paid directly to Google using the business’s own payment method. Onur Freelance is not a Google Partner, representative, or reseller and does not use wording presenting itself as affiliated with Google.
Google advertising management service starts at 9,000 TL per month; the advertising budget is not included in this fee and is paid directly to Google, and the distinction between the two items is explained on the Google Ads prices page. No ranking, click, or sales guarantees are given; campaign data can be viewed at any time by the business signing in to the account. When the work ends, the business removes access, while campaigns and historical data remain in the account.
Let us discuss the remaining questions before deciding
For those gathering information, the checklist above is a sufficient starting point. Those choosing between two proposals or believing something is wrong in their current account can request a free preliminary assessment with screenshots. Businesses ready for management receive a proposal the same day.
To document account access and content rights, the clause list in the social media management contract guide can be used.
How Google advertising works is explained at a basic level in the what is Google Ads guide.
When an unexplained card payment appears, Google’s official troubleshooting route for unrecognized Google Ads charges is explained in a separate article.

A campaign bringing no conversions: A real case
Even without fraud, an unmeasured and unmonitored campaign drains the budget in the same way.
Guesthouse in Kadıköy: a campaign left by the previous management was spending 4,000 TL per day without conversions; it was stopped and replaced with a local search campaign containing 48 keywords and 51 negative keywords.
Pallet trading company in Germany: a plan of 17 campaigns at 370 euros daily was reduced to one campaign aligned with the company’s actual daily budget of 30 euros.
Frequently asked questions
How can Google advertising agency fraud be recognized?
The clearest sign is the business being unable to access its own Google Ads account and billing documents from Google. Calls impersonating Google representatives, ranking guarantees, and failure to show a spending breakdown are also signs to watch for.
How can you tell whether someone calling on Google's behalf is genuine?
Ask the caller to send an email with @google.com in the sender and return-path fields; they can also be asked to state campaign names and click counts in the account. Verification codes, passwords, and card details should not be shared with anyone by phone.
Can an agency manage the advertising budget through its own account?
Some agencies use this model, but Google’s third-party policy requires a separate account for every end advertiser and reporting of the full amount Google receives. The most transparent arrangement is an account opened in the business’s name and a budget paid directly to Google.
How can you check that the Google Ads account belongs to the business?
An email belonging to the business must be listed at Admin level in the account’s Access and security section. Checking that the name, address, and tax number in the payment profile belong to the business is the second check.
Is an agency with a Google Partner badge trustworthy?
The badge shows that the agency meets the performance, spending, and certification requirements of the Google Partners program; it is not an outcome commitment on its own. Check the badge’s authenticity by clicking it; if the status is genuine, the company’s profile page on Google opens.
Can you complain to Google if you have a problem with an agency?
Yes, Google has a third-party reporting form for issues with a company selling Google Ads services. Google asks that resolution first be attempted with the agency, does not share investigation results with the applicant, and does not intervene in contract disputes.
Can money paid to an agency be reclaimed through the bank?
This depends on whom the payment was made to and under which agreement, and is a matter for the bank or legal process. Google states that initiating a chargeback against a legitimate Google Ads balance may cause account suspension. This answer provides general information and is not a legal opinion.
Is Onur Freelance a Google Partner?
No, Onur Freelance is not a Google Partner and has no official connection with Google. Managed accounts remain in the business’s name, Admin access belongs to the business, and the advertising budget is paid directly to Google.
