This research compiles published Google Ads management fees in the market. At Onur Freelance, Google Ads management starts from 9,000 TL per month, and the advertising budget is paid directly to Google; details are available on the Google Ads prices page.
The question of Google Ads management fees in 2026 cannot be answered with a single figure; however, a realistic range can be established by looking at companies that clearly state their prices on their websites. This research examined 14 agencies and specialists in Turkey that publicly publish their Google Ads management fees on their own pages, verified every figure directly against its source page, and recorded it as accessed on 07.10.2026. No estimated averages or figures with unseen sources were used.
The fees in this article relate to the management service; the advertising budget paid to Google is a separate item. Regulatory operating costs, transparency rules for agencies, and the Google Partner (Partners) badge are explained based on official help pages. Onur Freelance is not an official Google support channel; this article is an independent market compilation, and Onur Freelance appears in a separate table row without being included in the statistics.
Let us put the quotes you received side by side
If quotes have been received from several agencies, management fees, setup charges, VAT, and advertising budgets are separated and compared in a single table. Onur Freelance’s own packages and their scope are clearly stated on the Google Ads prices page.
Google Ads management fees 2026: The research’s short answer
The starting (lowest) management fees of the 13 companies publishing fixed monthly fees range from 4,000 TL to 30,000 TL; the median is 7,500 TL, and the arithmetic mean is approximately 10,808 TL. The mean exceeds the median because of two companies focused on corporate clients at the upper end of the range.
- Sample: 14 agencies and specialists; 13 publish monthly fees, and 1 publishes hourly packages.
- Minimum / median / maximum starting fee: 4,000 TL / 7,500 TL / 30,000 TL (monthly).
- Highest published upper limit: 85,000 TL/month (healthcare sector range).
- Percentage model: Only one company states its own rate; 10–15% of the media budget for large-budget and corporate accounts.
- Hourly package: One specialist; blocks with hourly rates decreasing from 2,000 TL to 1,000 TL, excluding VAT.
- Advertising budget: None of the companies includes the advertising budget in its management fee.
Many circulating ranges for Google advertising agency prices, such as “10–20%” or “3,000–15,000 TL per month,” are presented as general market estimates rather than the companies’ own rates. This research counted only figures that companies published for their own services.

How were the minimum, median, and maximum calculated?
One value was taken from each company publishing monthly fees: its lowest fixed monthly management fee. For companies with packages, the entry package was used; for companies giving ranges, the lower limit; and for the company offering a discount, the price displayed that day. The hourly package was excluded because it could not be converted into a monthly amount, while Onur Freelance was excluded to avoid distorting its own data. The 13 values in ascending order (TL/month):
4,000 · 5,000 · 6,000 · 7,000 · 7,500 · 7,500 · 7,500 · 8,000 · 8,000 · 10,000 · 15,000 · 25,000 · 30,000
- Median: Since 13 is an odd number, (13 + 1) / 2 = the 7th value, 7,500 TL; because three companies state the same figure, it is also the most frequently occurring value.
- Mean: a total of 140,500 TL; 140,500 / 13 ≈ 10,808 TL.
The starting fee alone does not show the actual monthly cost; these same companies publish upper values reaching 29,000, 75,000, and 85,000 TL for larger packages.
Should advertising management fees be a percentage or fixed? Advantages and disadvantages of the two models
Of the 13 companies publishing monthly fees, 12 state only fixed fees; the sole company providing its own budget percentage defines this model for large-budget accounts.
- Fixed, advantage: The monthly service cost is known in advance; since the agency’s income does not depend on spending, a recommendation to increase the budget can be assessed independently of fee expectations.
- Fixed, disadvantage: For small budgets, the fee remains a high proportion of the budget; when the budget grows, a package change is necessary.
- Percentage, advantage: The fee scales proportionally with the account’s size and workload; it automatically decreases in months with lower spending.
- Percentage, disadvantage: Because the fee increases as the budget increases, the rationale for a recommendation to raise the budget must be questioned separately; the total cost is unknown until spending is finalized.
Example calculation: Under the 10–15% model, monthly spending of 500,000 TL corresponds to a management fee of 50,000–75,000 TL; this overlaps with the fixed multichannel range published by the same company.
The fixed fee as a proportion of the budget
For companies publishing packages with budget limits, the proportion can be calculated directly. The percentages were calculated using the highest budget allowed by the package (or the example budget on the page); as actual spending decreases, the percentage rises.
| Package | Calculation | Fee / budget |
|---|---|---|
| Publicus Starter (up to 30,000 TL) | 8,000 / 30,000 | 26.7% |
| Publicus Advanced (up to 120,000 TL) | 14,500 / 120,000 | 12.1% |
| Merich Starter (limit 70,000 TL) | 4,000 / 70,000 | 5.7% |
| Merich Leader (limit 300,000 TL) | 14,000 / 300,000 | 4.7% |
| Longway Standard (example budget 24,000 TL) | 9,000 / 24,000 | 37.5% |
| Longway Leader (example budget 120,000 TL) | 29,000 / 120,000 | 24.2% |
While a fixed fee can exceed a quarter of a small budget, it can fall below 5% for a large budget. These percentages do not comment on service quality; they are simply the quotient of the two published figures.
Monthly management, hourly packages, and consulting: What does each model buy?
When people ask about a Google Ads specialist’s fee, three different services can be referred to by the same name; fee comparisons are meaningful only between matching models.
- Monthly management: The service provider handles daily operations, from setup through optimization and reporting. This is the model published by 13 companies in the research.
- Hourly package: A specific block of hours is purchased. In the sample’s only example, the hourly rate is 2,000 TL for a 5-hour block and 1,000 TL for a 40-hour block; as the block grows, the hourly fee is halved. Only time spent is paid for, but as the same page also states, the total amount is not clear in advance.
- Consulting and one-time audits: Strategy comes from outside, while the business’s own team handles implementation. If there is an employee to run the campaigns, Google Ads consulting or a one-time account audit may be a more suitable option.
In choosing between an agency and an individual specialist, structure is also the deciding factor rather than the title: a team structure can offer continuity and different areas of expertise, while in an individual arrangement, the person managing the account is the person you speak with. Whichever structure is chosen, the question “who will actually manage the account?” should be answered in writing at the quotation stage.
Setup fees, minimum terms, and VAT notes
Even when monthly fees appear identical, the first month’s cost can differ significantly because of setup charges and contract duration.
- Setup: Three companies state one-time setup fees between 6,000 TL and 36,000 TL. One company states that no setup fee is charged with a 6-month contract; two companies state that setup or conversion measurement setup is included in the monthly fee.
- Minimum term: Only one company explicitly states a minimum working period of 3 months.
- VAT: Of the 14 companies, 9 state that their fees exclude VAT; 5 have no VAT note. Where no note exists, the VAT position should be clarified in writing in the quote.
To plan the advertising budget itself, the Google Ads budget calculator can be used; the management fee is added to this calculation separately.
Let us identify the hidden items in your quote together
Items such as setup charges, minimum terms, VAT, and budget limits are separated individually; monthly costs and first-month costs are calculated side by side. The initial consultation is free and does not require account access.
The advertising budget is separate: The money goes to Google
The management fee is paid to the service provider, and the advertising budget is paid to Google. Google’s third-party policy defines this distinction as an obligation for agencies: if a management fee is charged in addition to Google Ads costs, this must be disclosed to the customer, and at a minimum, new customers must be informed in writing before each first sale. According to the same policy:
- If a monthly performance report is required, the report must include account-level cost, number of clicks, and number of impressions.
- When sharing cost data, the full amount charged by Google must be reported, excluding the third party’s fees.
- Making false claims about affiliation with Google and promising the highest advertising placement on Google are considered misleading practices.
Quotes where the advertising budget is collected through the agency’s account as a “package” without showing spending should be examined carefully; common traps are compiled in the Google advertising agency fraud article.
The 4.5% regulatory operating cost added to invoices in Turkey
A regulatory operating cost is added to Google ads shown in Turkey independently of the management fee, and this rate has been 4.5% since January 1, 2026. Google’s jurisdiction-specific surcharges page states that the Turkey Regulatory Operating Cost was reduced from 7% to 4.5% effective January 1, 2026.
According to the same page, the fee applies to ads served in Turkey regardless of where the business is located, and it appears as a separate line on the monthly invoice or statement. Example calculation: if 20,000 TL is spent monthly on ads shown in Turkey, this line amounts to approximately 900 TL (20,000 × 0.045). The amount is added to the advertising invoice paid to Google, rather than to the management fee. Since tax and expense recording practices can vary by business, confirmation with an accountant is recommended.
What is the Google Partner (Partners) badge, and how is it verified?
The Partner badge in Google’s Partners program is awarded to companies that meet Google’s performance, spending, and certification requirements, and Google checks these requirements daily. Google’s requirements for becoming a Partner or Premier Partner page lists the requirements as follows:
- Performance: The optimization score of the Ads manager account registered in the Partners program must be at least 70%; Google states that the partner retains control over implementing or dismissing recommendations.
- Spending: Advertising spending across managed accounts must not fall below 10,000 US dollars over 90 days.
- Certification: At least 50% of account strategists must hold Google Ads certifications.
- Premier Partner: In addition to these requirements, the company must rank in the top 3% of participating companies in the relevant country; evaluation takes place annually.
Verification involves checking the badge’s link rather than the badge image itself. According to Google’s badge guidelines page, if the badge is displayed in digital materials, it must link to the company’s public Partner company profile page; the company profile page is a public page displayed when the badge is clicked and is available only to Partners. In practice, click the badge; check that the page opened is on the google.com domain and that the company name in the profile matches the company providing the quote.
The requirements concern the agency’s platform use, the spending volume it manages, and the team’s certification; Google’s pages do not include a commitment to results for any individual customer account. The badge can be a selection criterion, but it does not replace items such as the fee model, scope, and account ownership.
Checklist for comparing Google advertising agency prices
The same monthly figure can describe very different scopes of service. When quotes are placed side by side, the following questions should be answered in writing:
- Account ownership: Is the account opened in the business’s name? According to Google’s managing account access page, users are added by email invitation with a selected access level, and their access can be removed at any time.
- Exit conditions: On termination, do the account, campaigns, conversion history, and reports remain with the business?
- Contact person: Who will actually manage the account? Will it be the person who handles the sales discussion?
- Taking over: If an existing account is being taken over, is an audit performed first?
- Scope: Which campaign types (Search, Shopping, Performance Max, YouTube, Display, remarketing), how many campaigns, and which budget limit are included in the package?
- Conversion measurement: Is setup for form, phone, and WhatsApp measurement included in the fee? Diagnosing measurement problems is explained in the Google Ads is not recording conversions guide.
- Reporting: How often is the report delivered; in addition to cost, clicks, and impressions, does it include business metrics such as cost per conversion?
- Setup, duration, and VAT: Are the one-time fee, minimum term, and VAT position documented in writing?
- Fee model: Is it fixed, percentage-based, or an hourly package? If it is a percentage, which spending amount is used as the basis for calculation?
- Badges and promises: If Partner status is claimed, has the profile link been verified? A promise of a specific position or sales outcome is a warning sign.
Where does Onur Freelance stand in this table?
At Onur Freelance, Google Ads management starts from 9,000 TL per month, and the advertising budget is not included in this fee; the budget is paid directly to Google. This figure was not included in the research statistics and was shown in the table only to make comparison easier. The package scope is published on the Google Ads prices page.
At our studio based in Maltepe/Istanbul, accounts and tags are created in the business’s name; access is provided by adding an administrator user. The service content is explained on the Google advertising management page. Since advertising results depend on the sector, competition, and budget, no management model can promise a particular sales or conversion result in advance.
Method, limitations, and update note
The research was conducted on 07.10.2026. Candidate pages were found through search queries; each page was downloaded and converted to text, and every figure in the table was searched for exactly in that page’s text. Only pages where companies stated their own fees numerically were included in the sample.
- Excluded: 16 pages giving general market ranges, offering conditional package examples, explaining only a model, or working by quotation were examined but excluded from the sample; marketplace averages were not used either.
- Sample limitation: 14 companies do not represent the entire market; the fees of agencies that do not publish their prices are not visible in this research.
- Differences in scope: The same figure can represent different numbers of campaigns and reporting scopes; the table does not standardize these scopes.
- Inconsistency note: One company’s page states both “no percentage is charged on spending” and 10–15% for large budgets; both statements have been reproduced together.
- Currency of information: Prices can change at any time; the company’s current quote should be used to establish the exact fee.
Update note: This compilation was first published on 07.10.2026. The table will be checked again at regular intervals, and changed prices will be updated with a new access date. If an error is noticed in a published price, sending the source page link is sufficient.
Let us compare the scope of service rather than just the fee
Even when the monthly figures are similar, account ownership, measurement setup, and reporting conditions can differ. Contact is available through WhatsApp or by phone to clarify these items; Onur Freelance’s fees and scope are clearly listed on the Google Ads prices page.

Frequently asked questions
How much are Google Ads management fees in 2026?
As of 07.10.2026, the starting management fees of 13 Turkish agencies and specialists that publicly publish their monthly fees range between 4,000 TL and 30,000 TL; the median is 7,500 TL, and the mean is approximately 10,808 TL. Published upper values for large packages reach as high as 85,000 TL. The advertising budget is not included in these fees.
Is the advertising budget included in Google advertising agency prices?
None of the companies examined includes the advertising budget in its management fee. The management fee is paid to the service provider, and the advertising budget is paid directly to Google. Google’s third-party policy also requires customers to be informed in writing if a management fee is charged.
Should advertising management fees be a percentage or fixed?
A fixed fee makes monthly costs predictable, but remains a high proportion of a small budget; a budget percentage scales with workload, but the fee increases as the budget increases. Of the 13 companies publishing monthly fees, 12 state only fixed fees; the sole company providing a percentage defines 10–15% of the media budget for large-budget accounts.
Are Google Ads specialist fees charged hourly or monthly?
Both models exist. The 13 companies in the research publish fixed monthly management fees; one specialist offers hourly packages: from 10,000 TL for 5 hours to 40,000 TL for 40 hours, excluding VAT, in blocks with hourly rates decreasing from 2,000 TL to 1,000 TL. Comparisons should be made within the same model.
Why is an additional charge added to Google advertising invoices in Turkey?
Google adds a regulatory operating cost to ads served in Turkey. According to Google’s jurisdiction-specific surcharges page, this rate was reduced from 7% to 4.5% effective January 1, 2026, and appears as a separate line on the invoice. This amount is added to the advertising invoice rather than to the management fee.
Is a separate Google Ads setup fee charged?
It varies by company. On the pages examined, three companies state one-time setup charges between 6,000 TL and 36,000 TL; some companies include setup or conversion measurement in their monthly fees. Setup, the minimum term, and the VAT position should be requested in writing in the quote.
How is the Google Partner (Partners) badge verified?
According to Google’s badge guidelines, the badge must link to the company’s public Partner company profile page on Google. Click the badge and check that the page opened is on the google.com domain and that the company name matches the company providing the quote. Becoming a Partner requires an optimization score of at least 70%, managed spending of at least 10,000 US dollars over 90 days, and certification for at least 50% of account strategists.
