The 2025 picture in e-commerce data by province is clear: according to the Republic of Türkiye Ministry of Trade’s Outlook of E-commerce in Türkiye Report 2025, Istanbul ranks first among 81 provinces on all three indicators, with 2,813.09 billion TL in e-commerce sales, 1,585.94 billion TL in e-commerce purchases, and 267,934 businesses engaged in e-commerce. This page reproduces provincial e-commerce volume directly from the report’s provincial tables and provides sales, purchases, and business counts for all 81 provinces alongside the e-commerce adaptation index. Each figure is accompanied by the report table and page from which it was taken.
The compilation was prepared by Onur Freelance on October 11, 2026. Onur Freelance is not affiliated with the Republic of Türkiye Ministry of Trade; it is not an official publication channel of the Ministry or the Electronic Commerce Information System (ETBİS). Figures were transcribed from the report PDF; calculations performed by Onur Freelance (provincial shares and rankings) are identified separately in the text. E-commerce volume, transaction counts, and business counts for Türkiye as a whole are not repeated here; these indicators appear in the Türkiye digital statistics compilation.
Highlights: E-commerce by province 2025
In 2025, the top 5 provinces in e-commerce sales were Istanbul, Ankara, İzmir, Kocaeli, and Bursa; in e-commerce purchases they were Istanbul, Ankara, İzmir, Antalya, and Bursa. Notable figures from the report’s provincial tables are:
- Istanbul e-commerce volume: 2,813.09 billion TL in sales, 1,585.94 billion TL in purchases (Table 9, p. 79).
- Istanbul’s share: 65.9% of total sales across 81 provinces, 42.1% of total purchases, and 42.2% of business counts (Onur Freelance calculation, based on Table 9 totals).
- Most businesses engaged in e-commerce: Istanbul 267,934, Ankara 47,646, İzmir 43,529, Bursa 27,667, Antalya 20,799 (Table 9, pp. 78–79).
- Top 5 in the e-commerce adaptation index: Istanbul 93.10, Çorum 71.03, Kayseri 69.62, Kocaeli 69.38, Ankara 64.90 (Table 8, p. 74).
- Provinces with sales exceeding purchases: only 4 provinces: Çorum (180.96%), Istanbul (177.38%), Kayseri (125.71%), and Kocaeli (124.99%) (Table 8, p. 74).
- Lowest values: the lowest e-commerce sales are in Tunceli (0.34 billion TL), and the fewest businesses engaged in e-commerce are in Ardahan (116) (Table 9, pp. 78 and 80).
Starting sales through your own e-commerce website
The provincial table in the report shows that e-commerce is not limited to large cities: all 81 provinces have businesses engaged in e-commerce; even Ardahan, with the fewest businesses, has 116. For a business wanting to establish its own e-commerce website, payment infrastructure, shipping procedures, and product structure are planned from the beginning. An e-commerce website starts from 24,000 TL; the scope is explained on the e-commerce website development page.
ETBİS provincial statistics: Which provincial data are in the report?
For all 81 provinces, the report publishes three figures and four index components alongside the adaptation index; provincial transaction (order) counts are not published. The tables with provincial breakdowns are:
- Table 9 (pp. 78–80), 81 provinces: e-commerce sales and purchase amounts (billion TL), number of businesses engaged in e-commerce.
- Table 8 (pp. 74–76), 81 provinces: e-commerce adaptation index and its components; domestic e-commerce as a proportion of provincial GDP, e-commerce businesses as a proportion of businesses in the province, sales coverage of purchases, and e-commerce volume per business (million TL).
- Table 5 and Table 6 (p. 54), top 9 provinces: provincial shares of marketplace sales and purchases during the November campaign month.
- Table 10 (p. 90), top 10 provinces: provincial shares of quick commerce volume and product counts.
- Charts 66–72 (pp. 126–131): shares of provinces sending and receiving shipments, interprovincial delivery times, and within-city delivery rates.
The report’s breakdowns by industry, payment method, domestic and international spending, and sales channel do not have provincial equivalents. Per-capita e-commerce spending and district-level volume do not appear as tables in the report either; district charts in the shipping section provide shipment shares only.

Source: Republic of Türkiye Ministry of Trade, Outlook of E-commerce in Türkiye Report 2025, Table 9 (pp. 78–80) and Table 8 (pp. 74–76). Amounts are given in billion TL to two decimal places in the report. Adding sales for the 81 provinces in Table 9 produces 4,268.29 billion TL, and adding purchases produces 3,763.19 billion TL (Onur Freelance calculation); the report does not explain why these totals differ.
Istanbul e-commerce volume: 65.9% of total sales across 81 provinces
Istanbul recorded 2,813.09 billion TL in e-commerce sales and 1,585.94 billion TL in e-commerce purchases in 2025. This sales amount represents 65.9% of total sales across the 81 provinces in Table 9; sales in second-ranked Ankara (288.79 billion TL) represent 6.8% of the total (Onur Freelance calculation).
The top five provinces (Istanbul, Ankara, İzmir, Kocaeli, and Bursa) together account for 82.0% of the 81-province total with 3,498.55 billion TL in sales. In seven provinces (Ardahan, Bayburt, Gümüşhane, Hakkâri, Iğdır, Kilis, and Tunceli), annual e-commerce sales remain below 1 billion TL (Onur Freelance calculation from Table 9).
According to Table 8, Istanbul’s sales are 177.38% of its purchases; domestic e-commerce is 15.49% of provincial GDP, and businesses engaged in e-commerce are 22.43% of all businesses in the province. E-commerce volume per business is 10.50 million TL, ranking second after Çorum (11.17 million TL). Istanbul’s weight is also visible in delivery: 53.5% of e-commerce shipments originate in Istanbul (Chart 66, p. 126), and Tuzla is the district sending the most shipments with 8.7% (Chart 67, p. 127).
In the report’s chart of average interprovincial parcel delivery times, the shortest time is 20 hours for shipments from Sakarya to Istanbul, followed by Ankara→Istanbul (20.5 hours) and Kocaeli→Istanbul (20.8 hours) (Chart 70, p. 128).
E-commerce adaptation index: How are provinces ranked?
Istanbul ranks first in the adaptation index with 93.10 points, and Iğdır ranks last with 25.03 points. According to the report, the index measures a weighted average of four variables rather than absolute volume: sales coverage of purchases, provincial e-commerce as a proportion of GDP, e-commerce volume per business, and businesses engaged in e-commerce as a proportion of all businesses in the province. The report does not provide the variable weights.
The top 10 provinces in order are Istanbul (93.10), Çorum (71.03), Kayseri (69.62), Kocaeli (69.38), Ankara (64.90), İzmir (64.49), Bursa (63.35), Gaziantep (58.52), Eskişehir (58.51), and Adana (58.01). The 5 lowest-scoring provinces are Hakkâri (27.72), Kırşehir (27.38), Bitlis (25.73), Tunceli (25.06), and Iğdır (25.03).
Çorum’s second-place position results from the index methodology. In Çorum, sales are 180.96% of purchases, and volume per business is 11.17 million TL, the highest among 81 provinces. According to the report’s footnote, provinces with strong production and logistics capacity, access to external markets, and few but high-performing businesses can score highly even without large total volumes (Table 8 explanation, p. 77).
Selling provinces and purchasing provinces: Coverage ratio
In 77 of the 81 provinces, e-commerce purchases exceed sales; the only provinces whose sales exceed purchases are Çorum, Istanbul, Kayseri, and Kocaeli. The coverage ratio (sales/purchases) indicates e-commerce sales in a province as a proportion of e-commerce purchases in that province.
After these four provinces, the highest ratios are in Ankara (94.05%), Bursa (87.67%), İzmir (86.07%), Gaziantep (82.72%), and Aydın (80.58%). The lowest ratios are in Iğdır (15.72%), Tunceli (15.95%), Hakkâri (17.35%), and Bitlis (17.66%). In Antalya, the ratio is 60.59%: provincial e-commerce purchases are 122.67 billion TL and sales are 74.33 billion TL. Antalya ranks 4th in purchases and 6th in sales (Onur Freelance ranking based on Table 9 values).
Istanbul, Ankara, İzmir, Bursa, Antalya, Kocaeli, Sakarya, and Tekirdağ
These 8 provinces account for 84.4% of total e-commerce sales across 81 provinces (Onur Freelance calculation). Values from Tables 9 and 8 are presented side by side below:

Businesses engaged in e-commerce are 14.69% of all businesses in the province; İzmir’s share of quick commerce volume is 7.0% (Table 10, p. 90). Digital visibility work in İzmir is on the SEO agency in İzmir page.
Bursa
Ranks fifth in sales and purchases, fourth in business count (27,667), and seventh in the adaptation index. In Bursa, sales are 87.67% of purchases; the within-city delivery rate is 5% (Chart 72). Search visibility for businesses in Bursa is discussed on the SEO agency in Bursa page.
Antalya
Ranks fourth in purchases (122.67 billion TL), sixth in sales (74.33 billion TL), and 14th in the adaptation index. During the November campaign month, 4% of marketplace purchase volume belonged to buyers in Antalya (Table 6). Website services in Antalya are on the web design in Antalya page.

Tekirdağ
Ranks 40th in the adaptation index with 6,641 businesses engaged in e-commerce, 15.79 billion TL in sales, and 40.17 billion TL in purchases. The coverage ratio is 39.29%; provincial e-commerce purchases are approximately 2.5 times sales (Onur Freelance calculation).
Your own sales channel alongside the marketplace
In November 2025, 67% of marketplace sales volume came from sellers in Istanbul; businesses in other provinces share the same storefront with these sellers. An e-commerce website of your own, as an additional channel alongside a marketplace, keeps product presentation and customer relationships under the business’s control. Preparation steps are explained in the requirements for setting up an e-commerce website article; an e-commerce website starts from 24,000 TL.
Provincial e-commerce shares during the November campaign month
During the November 2025 campaign month, 67% of marketplace sales volume belonged to sellers in Istanbul, and 31% of purchase volume to buyers in Istanbul. Kayseri and Gaziantep appear only in the seller list; Konya and Mersin appear only in the buyer list:

Quick commerce and shipping: Provincial delivery data
Istanbul accounts for 55.4% of quick commerce volume and 53.5% of e-commerce parcel shipments. According to the report, in 2025, 69.5% of quick commerce took place in meal delivery and 30.5% in food and supermarkets (Chart 46, p. 87).
- Quick commerce volume share (Table 10, p. 90): Istanbul 55.4%, Ankara 8.1%, İzmir 7.0%, Bursa 3.7%, Antalya 3.0%, Kocaeli 2.0%, Adana 1.5%, Mersin 1.5%, Eskişehir 1.2%, Muğla 1.0%.
- Provinces sending shipments (Chart 66, p. 126): Istanbul 53.5%, Ankara 7.5%, Kocaeli 7.3%, İzmir 5.9%, Bursa 3.5%.
- Provinces receiving shipments (Chart 68, p. 127): Istanbul 27.9%, Ankara 8.7%, İzmir 6.8%, Kocaeli 4.7%, Bursa 3.9%, Antalya 3.7%.
- Within-city delivery rate (Chart 72, p. 131): Türkiye overall 17%, Istanbul 28%, Ankara 11%, İzmir 10%, Bursa 5%, Kocaeli 4%.
Geography is decisive in delivery time. According to the report, parcels sent to and from the Doğu Anadolu Region generally take longer to deliver than in other regions; the longest average delivery time was measured for shipments from Bitlis to Muğla (Chart 71 and Maps 5–6, pp. 129–130).
What do these data tell a business starting e-commerce? (Interpretation)
This section is Onur Freelance’s interpretation, not the Ministry’s assessment. The main picture from the provincial tables is that sales concentrate in a few provinces, while buyers are spread more widely across the country.
- Buyers in every province: 57.9% of total purchases across 81 provinces are in the 80 provinces outside Istanbul (Onur Freelance calculation). Shipping and delivery-time planning should account for every destination province, not just the province where the business is located.
- Delivery-time information: Knowing that parcels to Doğu Anadolu take longer to deliver, clearly stating estimated delivery times by region on product and shipping pages sets customer expectations correctly.
- Volume is not the only criterion: The Çorum example shows that high volume per business is possible even with few businesses. Being outside a large city should not be considered an obstacle to e-commerce on its own.
- Dependence on a single channel: The campaign-month tables measure marketplaces only. A business with its own website can also track sales outside marketplaces using its own data.
Methodology, limitations, and updates to this page
The report PDF was downloaded on October 11, 2026, its text was extracted using pdftotext, and Tables 8 and 9 were parsed with a script. The two tables were cross-checked: the sales/purchases ratio and volume per business calculated from Table 9 matched Table 8 values for all 81 provinces. Page numbers are the report’s printed page numbers; provincial shares, rankings, and totals are Onur Freelance calculations and identified as such in the text.
Limitations
- The report has no provincial transaction (order) counts; this page provides only provincial amounts, business counts, and ratios.
- The report does not separately explain how sales and purchases are assigned to provinces (seller headquarters, warehouse, delivery address).
- Sales and purchase totals across 81 provinces differ from one another and from Türkiye-wide e-commerce volume; provincial shares were calculated against the 81-province total and should not be read as shares of national volume.
- Campaign-month, quick commerce, and shipping data are available only for the top 5–10 provinces given in the report; provincial map values were not used because they could not be matched to province names.
- Per-capita e-commerce amounts were not derived; population data were not added to this page.

Frequently asked questions
Where can e-commerce data by province be obtained?
Official provincial e-commerce data are published in the Republic of Türkiye Ministry of Trade’s Outlook of E-commerce in Türkiye Report, based on ETBİS records. In the 2025 report, Table 9 provides e-commerce sales and purchase amounts and the number of businesses engaged in e-commerce for 81 provinces; Table 8 provides the provinces’ e-commerce adaptation index.
What is Istanbul's e-commerce volume?
According to the Ministry of Trade’s 2025 report, Istanbul recorded 2,813.09 billion TL in e-commerce sales and 1,585.94 billion TL in e-commerce purchases; the province has 267,934 businesses engaged in e-commerce. Istanbul’s sales equal 65.9% of total sales across 81 provinces (Onur Freelance calculation).
Which provinces have the highest e-commerce sales?
According to Table 9, the 5 provinces with the highest e-commerce sales in 2025 are Istanbul (2,813.09 billion TL), Ankara (288.79), İzmir (178.28), Kocaeli (113.14), and Bursa (105.25). The top 5 in e-commerce purchases are Istanbul, Ankara, İzmir, Antalya, and Bursa.
What is the e-commerce adaptation index?
It is an index calculated provincially by the Ministry of Trade. It is the weighted average of sales coverage of purchases, e-commerce as a proportion of provincial GDP, e-commerce volume per business, and e-commerce businesses as a proportion of businesses in the province. The top 5 provinces in 2025 are Istanbul, Çorum, Kayseri, Kocaeli, and Ankara.
Why does Çorum rank second in the e-commerce adaptation index?
Because the index measures ratios rather than absolute volume. In Çorum, e-commerce sales are 180.96% of purchases, and e-commerce volume per business is 11.17 million TL, the highest among 81 provinces. The report notes that provinces with few but high-performing businesses can score highly.
In which provinces do e-commerce sales exceed purchases?
In 2025, e-commerce sales exceeded purchases in only 4 provinces: Çorum (180.96%), Istanbul (177.38%), Kayseri (125.71%), and Kocaeli (124.99%). In the other 77 provinces, provincial e-commerce purchases exceed sales.
Does the report provide provincial e-commerce transaction counts?
No. The 2025 report does not publish transaction (order) counts by province; it provides provincial e-commerce sales and purchase amounts, business counts, and index components. Campaign-month, quick commerce, and shipping data also appear only as shares for the top 5–10 provinces.
When is this page updated?
This version is based on the 2025 report published on May 12, 2026. When the Ministry of Trade’s new annual report is published, provincial tables will be refreshed using the same method. Onur Freelance is not an official publication channel of the Ministry of Trade or ETBİS.
