Short answer: Google Partner is the Partner status given to companies that meet performance, spend, and certification requirements together in the Google Partners program, which agencies and companies that manage other businesses’ Google Ads accounts join. This status is given to a company, not a person; it is not the same as a Google Ads certification earned by one individual. Among participating companies in its country, Partners that rank in the top 3% become Premier Partners.

What is a Google Partner?: A 66-second video explanation
Video transcript

What is a Google Partner? It is Partner status awarded to companies jointly meeting performance, spending, and certification requirements in the Google Partners program; it is awarded to a company, not an individual. The program has three tiers. A registered company becomes a Member and receives no badge. A Partner meeting requirements may display the badge; those in the top three percent in their country become Premier. Three requirements apply: an optimization score of at least seventy percent in the manager account, a ninety-day spending threshold, and certification for at least half of the specialists. Google checks these daily. Verification does not end with the badge image. Click the badge; the company’s profile on Google should open. Compare the profile name with the legal name in the contract, and search for the company in the Partners directory too. The badge is not a promise of results; it does not mean rankings or conversions. Request the account manager’s own certification separately; the account should be opened in the business’s name. Official requirements, badge guidelines, and contract clauses are on the page. For an impartial look at a Google Ads account, contact us through WhatsApp. Onur Freelance dot com.

An impartial second pair of eyes on your Google Ads account

Before changing agencies or to understand the current agency’s reports, account access, conversion tracking, and reporting arrangements are reviewed in a preliminary assessment. Independently of the badge discussion, account ownership and whether data is measured correctly become clear.

What is a Google Partner? The three tiers of the Google Partners program

Google Partner describes companies reaching the Partner tier of the Google Partners program. According to Google’s about the Google Partners program page, the program is designed for advertising agencies and third parties managing Google Ads accounts for other brands or businesses; it operates in over 60 countries and is available in 43 languages. The program has three tiers:

  • Member: Established when the company registers using its Google Ads manager account. This tier has no badge or directory visibility.
  • Partner: Companies jointly meeting performance, spending, and certification requirements; they may display the Google Partner badge.
  • Premier Partner: Companies meeting Partner requirements and ranking in the top 3% of participating companies in their country.

A frequently confused point is that registering does not make a company a Google Partner. Google’s certification page explicitly states that a company cannot become a Partner simply by joining the program; after registration, it is a Member, and the badge comes only when requirements are met. According to the frequently asked questions on Google’s Become a Partner page, there is no cost to join the program.

How do you become a Google Partner? Performance, spending, and certification requirements

The official answer is three requirements, which Google checks daily. The thresholds below come from the requirements for becoming a Partner or Premier Partner page in the Google Ads Help Center. All three are evaluated using the company’s manager account registered with Google Partners, rather than individual accounts.

Performance: An optimization score of at least 70%

The registered manager account must have an optimization score of at least 70%. According to Google’s optimization score explanation, this score estimates how well an account is positioned to perform, shown as a percentage from zero to one hundred; applying or dismissing recommendations changes it. This requirement measures account setup against Google’s recommendations rather than sales or conversion results.

Spending: 10,000 US dollars over 90 days

Advertising spending across accounts managed under the registered manager account must not fall below 10,000 US dollars over 90 days. This is not a fee paid by the agency itself, but total advertising spending in the client accounts it manages.

Certification: At least half of the specialists

At least 50% of account strategists in the manager account (up to 100 users) must be Google Ads certified. At least one certification is also required in every product area (Search, Display, Video, Shopping, Apps) with at least 500 US dollars in campaign spending in the last 90 days. An account strategist is a company employee managing campaigns for clients.

According to official pages, joining the program and obtaining the badge follows this sequence:

  1. A person with administrative access to the company’s Google Ads manager account completes registration on the Google Partners website; the company becomes a Member.
  2. The number of account strategists is reported in the Company details section of the Partners program tab.
  3. Specialists earn Skillshop certifications and link their Skillshop accounts to their Google Ads user emails; Google says this can take up to 48 hours to appear.
  4. After requirements are met, badge assets become available on the Badge status page within 24-48 hours.
  5. Requirements are checked again every day.

The status is not permanent. According to Google’s checking Partner status page, a 60-day grace period is allowed before access to benefits is lost if requirements cease to be met. Afterward, the right to use the badge and advertise the status is lost, while program membership continues; a separate form exists for appealing status loss.

What is a Google Premier Partner, and how is the top 3% determined?

The answer involves a relative ranking rather than a fixed threshold. A Premier Partner meets Partner requirements and ranks in the top 3% of participating companies in the relevant country. Evaluation is annual and depends on performance relative to other companies in that country. Google lists the following factors, while stating they are not exhaustive:

  • Growing existing clients: Year-over-year growth in advertising spending among existing Google Ads clients.
  • Acquiring new clients: Spending from new Google Ads clients and its annual growth.
  • Client retention: The percentage of clients with active spending retained year over year.
  • Product diversification: The share of spending outside Search in YouTube, Display & Video 360, Display, Apps, and Shopping.
  • Annual advertising spending: Total spending in managed accounts throughout the calendar year.

Google notes that this assessment is approximate, may vary by country, and Premier status may not be available everywhere. Most factors concern growth, diversification, and spending scale. The Premier badge is a meaningful scale signal for a company managing a large-budget, multichannel portfolio; alone, it does not explain how a single small-budget account will be managed.

Differences between Member, Partner, and Premier Partner

Differences between the three tiers can be read from Google’s program benefits page and the benefits table on the Become a Partner page. Training, certification, and Google Ads support exist in all three tiers; badges and directory visibility are available only to Partner and Premier tiers.

Some promotional texts claim Premier status provides early access to beta features or priority support. Google’s benefits list identifies invitation-only executive experiences and dedicated account support as Premier-specific benefits; Google says this support also depends on market and business size. Older articles mention separate “specialization badges” for Search, Video, or Shopping; the current badge guidelines examined define only Google Partner and Premier Partner badges. Product areas now appear in certification requirements and filters in Google’s Partners directory.

The difference between Skillshop certification and the Google Partner badge

Google Ads certification is awarded to an individual, while the Google Partner badge is awarded to a company. Certification shows the knowledge of the individual passing the Skillshop assessment; the badge shows that performance, spending, and certification ratios are jointly met in the company’s manager account. According to Google’s Google Ads certifications page, an individual cannot present themselves as certified without personally passing the assessment; a colleague’s certification or the agency’s badge does not substitute. Official certification information is as follows:

  • Five certifications count toward Partners requirements: Search, Display, Video, Shopping ads, and Apps. Google states that Google Ads Expert certifications and other certifications do not count toward badge requirements.
  • The passing score is at least 80 out of 100, and 75 minutes are allowed for each assessment; after failure, it can be retaken one day later.
  • Certification is valid for one year. Someone whose certification expires cannot describe themselves as “certified” until passing the assessment again.
  • Certification may be stated on resumes, business cards, and LinkedIn profiles; Google Partners logos may be used only according to badge guidelines.

How is a specialist’s certification checked?

Google describes Google Ads certification as a printable, personalized certificate. Check three things: the name matches the person you are speaking with, it was earned within the last year, and its certification area matches the campaign type to be managed. If only Shopping campaigns will run, a Search certification alone does not demonstrate the appropriate area. Requesting the certificate itself or the Skillshop page link is more reliable than a screenshot.

On the agency side, Google states on its User certifications page that it does not recommend sharing a Skillshop account among multiple users and that shared-account certifications may not count. Users with read-only or email-only access also do not contribute toward certification requirements. These details aim to ensure that certified people behind the badge actually manage accounts.

Google Partner verification: Badge, company profile, and Partners directory

Verification does not end with looking at a badge image, because anyone can copy an image. Google’s advertiser guide describes the route: click the badge on the website; if the company genuinely meets program requirements, its profile page on Google opens. The company profile page also states that these profiles are public pages displayed when the badge is clicked, available only to Partners and Premier Partners. Check in this order:

  1. Click the badge on the agency’s website and inspect the opened address. In the live badges examined, profiles open under google.com/partners; an unclickable image or one linking to another domain does not count as proof.
  2. Compare the company name in the profile with the legal name and website of the company signing the contract.
  3. Check whether the profile shows Partner or Premier status; the two statuses use separate badges.
  4. Search for the company name in the Work with a Partner page’s linked Google Partners directory .
  5. Repeat the check before the contract and at renewal; since requirements are checked daily, last year’s badge does not establish today’s status.

If inconsistencies are found, ask the agency for an explanation first. Google’s third-party policylists false claims of Google Partners status and displaying a badge without the right to do so among suspension grounds. If a policy violation is suspected, Google’s third-party complaint form can be used.

Google Partner badge guidelines: Which uses are misleading?

How the badge is displayed is also a verification clue. Violating Google’s Google Partners badge guidelines also violates the Google Partners Terms of Service. The main rules are as follows:

  • Only Partners and Premier Partners may display the badge; an imitation badge must never be used.
  • The badge must not imply that Google sponsors the company or endorses its products and services.
  • It is displayed on websites through the HTML snippet and only on the company’s own website or additional websites declared in its Partners account; digital materials and emails must link to its public profile.
  • It must not appear on invoices or similar business documents, products, or promotional items, and must not be incorporated into the company logo.
  • The badge must not be translated, distorted, or displayed more prominently than the company’s name or logo.
  • It must not be used in materials promoting SEO services unless it is prominently stated that those services are not approved or endorsed by Google.

The last rule shows an important distinction: the badge concerns Google Ads proficiency and does not provide Google approval for a company’s SEO, social media, or web design work. Advertising and organic search are also separate; Google’s advertiser guide explicitly states that advertising with Google has no effect on organic rankings.

Let us evaluate the agency quote beyond the badge

If a Google Ads quote is on the table, account ownership, access levels, report content, and whether management fees are documented are reviewed together. At Onur Freelance, management starts from 9,000 TL per month, excluding the advertising budget; scope appears on the Google Ads prices page.

What does the Google Partner badge prove, and what does it not guarantee?

For a business, the most important aspect is what the badge shows. It proves that three measurable requirements are met at company level at a particular time; it does not guarantee results in the business’s own account. Google’s third-party policy already lists guaranteeing top placement on Google and claiming ads will appear continuously in Google Search among prohibited practices.

What the badge provesWhat the badge does not prove
The registered manager account has an optimization score of at least 70%That an individual client account is well configured; the score is at manager account level and is an estimate rather than a results measure
Total spending of at least 10,000 US dollars in managed accounts over 90 daysHow much time will be devoted to a small-budget account
At least half of account strategists are certifiedThat the person actually managing the account is certified
For Premier, ranking in the top 3% of participants in the countryExperience in the business’s sector or budget scale
That the company is subject to the third-party policyA specific click cost, ranking, conversion count, or ROAS
That the badge shows a status recognized by GoogleThat Google sponsors or approves the company’s services

The badge is verifiable information for choosing an agency, but is insufficient as the sole selection criterion. Two agencies with the same badge can have very different processes, communication arrangements, and report depth. Without correctly configured measurement, ROAS or conversion costs cannot be calculated reliably anyway; measurement infrastructure is therefore discussed before the badge.

What should be expected from every agency, with or without a badge

Google’s third-party policy applies to all third parties purchasing or managing Google advertising for clients; having or lacking a badge does not change these obligations. Google states that participation in third-party programs such as Partners also depends on policy compliance. Transparency and account setup rules are as follows:

  • If service terms require monthly reports, reports include account-level cost, click, and impression data; costs are reported as the exact amount charged by Google, excluding agency fees.
  • If a management fee is charged beyond Google Ads costs, it is disclosed in writing no later than before the first sale.
  • The Google Ads customer ID is provided when requested, allowing the client to raise concerns directly with Google.
  • A separate Google Ads account is used for each end advertiser.
  • Third parties whose clients include 80% or more spending less than 1,000 US dollars monthly share Google’s advertiser guide with their clients.

Prohibited practices are also warning signs in discussions: false claims of Google affiliation, unlimited-click offers, presenting free Google products as paid, misrepresenting cost calculations, repeatedly calling prospects without notice, and excessive contract pressure. Google’s advertiser guide recommends asking anyone claiming to be a Google employee for their name and requesting an email from an @google.com address. Common scenarios are explained separately in the Google advertising agency fraud article.

How should an agency or freelance specialist without a badge be evaluated?

An absent badge does not mean an agency or freelance specialist cannot manage Google Ads; having one does not by itself demonstrate work will go well. Since the spending threshold depends on combined managed-account budgets, teams serving small and medium-sized businesses may fall below it. Evaluation considers the following evidence, also required of candidates with badges:

  1. The personalized Google Ads certification, earned within the last year, of the person actually managing the account
  2. A sample report from a similar budget scale, with the client’s name hidden, containing cost, click, impression, and conversion rows
  3. A written plan for conversion tracking setup
  4. A quote listing management fees and advertising budgets on separate lines
  5. A commitment that the account will be opened in the business’s name and administrative access will remain with the business
  6. A clause explaining how access will be handed over when cooperation ends

In common practice, agency choice is often based on a badge or recognizable client logo. Our recommended approach is to ask the same questions of every candidate, with or without a badge, and obtain written answers. A comparison of market fee models appears in the Google Ads management fees 2026 market research, while the consulting model’s scope appears on the Google Ads consulting page.

Account ownership and access in contracts: Clauses more critical than the badge

Account ownership rather than the badge causes the most problems when changing agencies. According to Google’s ownership of client accounts document, a manager account can be made an owner of a client account; however, the client account remains owner of its own data and can end ownership access by unlinking. In Google’s access levels table, only Admin access allows accepting, rejecting, and removing manager account links. Without a user with Admin access on the business’s side, these steps are not under its own control.

Recommended contract clauses are as follows:

  • The Google Ads account is opened in the business’s name with its payment profile.
  • At least one, preferably two, business users have Admin access; Google recommends a second administrator to guard against access loss in single-administrator accounts.
  • The agency links its own manager account through a link request; it is unlinked on departure, while campaign and conversion data remain in the business’s account.
  • Conversion tags and the analytics property are also created in the business’s name.
  • Monthly report content, delivery channel, and date are documented.

Even if conversion data remains in the account, measurement may break on departure if tags depend on an agency-owned tag manager; setup details are explained in the Google Ads conversion tracking setup guide. The third-party policy says ongoing serious violations in managed accounts may also lead to action against the agency’s own accounts. The route followed when an account is suspended is discussed in the Google Ads account suspended article.

Let us start Google Ads management with a transparent arrangement

Whether planning a new campaign or taking over an existing account, access, measurement, and reporting arrangements are established first; the account is opened in the business’s name, and Admin access remains with the business. Management starts from 9,000 TL per month, excluding the advertising budget. Scope is explained on the Google Ads prices and Google advertising management pages; contact is available through WhatsApp or by phone for an account review.

Frequently asked questions

Google Partner is the Partner status awarded to companies jointly meeting performance, spending, and certification requirements in the Google Partners program, which companies managing other businesses’ Google Ads accounts join. These companies may display the Google Partner badge on their websites and marketing materials.

To become a Google Partner, three requirements must be met together: at least a 70% optimization score in the registered manager account, a spend threshold of 10,000 USD in 90 days, and at least half of the account strategy specialists being Google Ads certified. These requirements are evaluated not by looking at individual accounts but at the company’s manager account registered with Google Partners. Google rechecks the requirements every day.

Google Partner Setup, seen on Android phones, is not related to the Google Partners program; it is an Android system component used for some functions between the phone manufacturer’s software and Google apps. This article, however, describes the Google Partner status given to agencies and companies that manage Google Ads accounts.

No. According to the frequently asked questions on Google’s Become a Partner page, there is no cost to join the program. Registration makes the company only a Member; the badge comes when performance, spending, and certification requirements are met, and those requirements are checked daily.

A Partner is any company meeting three requirements: an optimization score of at least 70% in the manager account, at least 10,000 US dollars in managed spending over 90 days, and certification for at least 50% of account strategists. A Premier Partner meets these requirements and ranks in the top 3% of participating companies in its country in the annual evaluation.

Click the badge on the agency’s website; if the company meets the requirements, its public company profile on Google opens. Compare the profile name with the legal name in the contract and search for the company in the Google Partners directory. An unclickable badge image or one linking to another website does not count as proof.

No. Certification is awarded to an individual, while the Google Partner badge is awarded to a company. Google says a company cannot become a Partner simply by joining the program; spending and optimization score requirements are also necessary for the badge. A certified specialist may present themselves as certified if they personally passed the assessment and the certification is within its one-year validity period.

No. The badge shows that three requirements are met at company level; it does not mean a specific ranking, click cost, or conversion count. Google’s third-party policy lists guaranteeing top placement on Google among prohibited practices.

Yes. Requirements are checked daily; if they cease to be met, a 60-day grace period is allowed, after which the right to use the badge and advertise the status is lost. Program membership continues. Third-party policy violations can also lead to restrictions or suspension of program participation.

At Onur Freelance, Google Ads management starts from 9,000 TL per month; the advertising budget is excluded from this fee. The account is opened in the business’s name, and Admin access remains with the business. Scope and details appear on the Google Ads prices page.
