Short answer: The Meta ad invoice (a receipt for accounts paid by card) is obtained from Ads Manager > Billing & payments > Payment activity by selecting the period and using Download in the Action column. All receipts for a month are downloaded as a single PDF from the Download menu on the same screen; in Turkey, the VAT and withholding tax aspects are explained below based on the GİB ruling.

The Meta ad invoice is the document that a business advertising on Instagram and Facebook submits to accounting at the end of the month; however, in accounts paid by card, the document Meta provides is often called a “receipt” rather than an “invoice.” A business owner searching for “how to get an Instagram ad invoice” and their accountant need to answer three questions at the same time: where the document is downloaded from, what determines whether it includes VAT, and who declares the tax on a payment made to a foreign company that has no place of business in Turkey.

In this article, the receipt download steps, adding a tax ID number, and the VAT and withholding tax aspects are explained based on the Turkish-language pages of the Meta Business Help Center and the ruling of the Revenue Administration (GİB). The content is general information; because each business’s tax situation is different, it is recommended that the practice be confirmed with an accountant. Onur Freelance is not an official representative or support channel of Meta; it does not issue documents on behalf of Meta or collect the advertising fees paid to Meta.

Where can I download the Meta ad invoice?: 65-second video explanation
Video transcript

Where can I download the Meta ad invoice? In accounts paid by card, the document is called a receipt and is downloaded from the Billing & payments section in Ads Manager. Meta creates a receipt for each payment. The receipt includes the amount spent, the billing reason, the campaigns that led to the charge, and the results. Instagram, Facebook, and Messenger receipts are in the same place. Open Billing & payments from Ads Manager. From the menu on the left, select Payment activity, set the receipt period, and click Download in the Action column. All charges for a month are obtained from the Download menu: all transactions in a single PDF or as a PDF or CSV report. The charge on the card statement is matched with the relevant receipt using the reference number. The download feature can only be used on a computer. Full control or admin access is required. Information changes are reflected in subsequent receipts; the receipt is also created in the name of the account that made the payment. All the steps and the month-end document layout are on the page. If you get stuck in the ad account, you can write via WhatsApp. Onur Freelance dot com.

Let’s review your ad account’s billing setup together

In the free preliminary review, which account the receipts are created in and whether the business information and tax number are entered correctly are examined through the business’s own ad account. Account access permission is sufficient for the review; no password or card information is requested. If setup and monitoring of the ads are also requested, they are carried out within the scope of the Meta ad management service.

Meta advertising invoice or receipt? Why does the document name differ?

When Meta collects advertising fees through a card or similar payment method, it creates a receipt for each payment. According to Meta’s receipt page, this document includes the amount spent, reason for billing, campaigns that generated the charge, and ad results. Monthly invoicing is a separate payment arrangement offered to certain advertisers supported by Meta’s country sales team, and invoices are issued at the end of the period for these accounts.

Accounting confusion about Meta advertising invoices arises from the document’s nature rather than its name. Documents you may encounter in an ad account are as follows:

  • Payment receipt: The record of a single collection; it includes payment date, amount, VAT line, and relevant campaigns.
  • All-transactions receipt: A document collecting payments within the selected date range in one PDF.
  • Billing report: A PDF or CSV breakdown of the same period; useful for reconciliation.
  • Monthly invoice: Generated only for accounts using monthly invoicing.

For most businesses, the document sent to accounting as a Facebook advertising invoice is a payment receipt. The conditions under which this receipt qualifies as a document under Turkish tax legislation are addressed in the “expense documentation” section below, based on the GİB private ruling.

How do you get an Instagram advertising invoice? Billing and payments steps

Receipts for Instagram, Facebook, and Messenger ads are obtained from the same place: Meta’s “Billing and payments” section. According to Meta’s viewing and downloading advertising receipts page, a receipt for one transaction is downloaded through these steps:

  1. Open Billing and payments from Ads Manager.
  2. If you have access to multiple ad accounts, select the relevant ad account under Accounts.
  3. Open Payment activity from the left menu.
  4. Select the period the receipt belongs to from the date dropdown.
  5. Click Download in the Action column on the relevant transaction row.

For all collections in one month, use the Download dropdown on the same screen; it contains “Download all transactions (PDF),” “Download report (PDF),” and “Download report (CSV).” Meta states that this feature is available only on a computer. To find the receipt corresponding to a credit card statement charge, enter the statement number in the Reference number field.

Who can download the receipt?

If the ad account is in a business portfolio, the person downloading the receipt must have full control over the account; if permissions are managed in Ads Manager, administrator permission is required. Meta’s VAT charges page also requires ad account administrator status to view receipts and manage billing information. Having the account administrator download and forward receipts monthly instead of creating a separate accounting user keeps permission distribution simple.

How do you change or remove a payment method for Instagram and Facebook ads?

A payment method is added, selected as default, or removed through Billing and payments in Ads Manager; removal requires no outstanding account balance. Because Instagram and Facebook ads are paid through the same ad account, the procedure is performed in one place. The steps below are taken from the Turkish Meta Business Help Center pages (page checked on October 14, 2026).

Adding and changing the default: Open Billing and payments; if you have access to one ad account, use Payment settings on the left, or, for multiple accounts, select the account under Accounts and use Payment methods. Use Add payment method to enter a new card or method. According to Meta’s adding a payment method page, if several methods are saved, one can be selected as default; an available balance is used first, otherwise the default method is charged. An ad account has only one default method; to pay for different campaigns with different cards, Meta recommends opening separate ad accounts in the business portfolio.

Removal: According to Meta’s removing a payment method page, first stop running ads, settle the outstanding balance using Pay now, and wait 48 hours after stopping ads so advertising events can be recorded. Then select Remove from the Options icon to the right of the payment method and complete the steps on screen. If advertising will continue, add a new method before removing the default one.

Permission: If the ad account is in a business portfolio, editing or removing a payment method requires full control over the account; if permissions are managed in Ads Manager, administrator permission is required. A user with only advertiser permission cannot add or edit a payment method.

From the Instagram app: According to the Instagram advertising payment options page, selecting Ad payments under For professionals in the profile menu, followed by Billing and payments, lets you update payment method information and view the remaining balance and past spending. Depending on account type, the menu may also appear as Business tools and controls.

How do you add a tax identification number and business information?

The name, address, and tax information on a Meta advertising receipt come from ad account settings; changes made later appear only on subsequent receipts. The steps on Meta’s adding a VAT number and business information page are as follows:

  1. Open Account settings in Meta Ads Manager; you may be asked to enter your password again.
  2. In the VAT number field, select the country from the country dropdown.
  3. Enter the tax number and select “Save changes.”

The corporate information on the receipt used in place of a Meta advertising invoice is supplied by this setting. The setting requires full control or the finance management task in the business portfolio. Meta’s Turkey VAT page also states that the number can be added through “Payment settings,” making it appear on receipts. Because interface field names change occasionally, check the business information section in payment settings if a different heading appears.

The tax consequence of adding a number

Adding a tax number is not merely an adjustment to make the receipt look “corporate”; it changes who pays VAT. The next section explains this consequence using Meta’s own description, and consulting a certified accountant before entering the number is recommended.

Meta advertising VAT: when is VAT added in Turkey?

Meta advertising VAT treatment depends on the account’s “Sold to” address and whether a tax number has been added. According to Meta’s Turkey value-added tax page, since April 1, 2019, Meta Ireland has been registered for VAT as a nonresident organization in Turkey. VAT at the local rate is added to every payment by advertisers whose Sold to country is Turkey and who have not added a Turkish tax number.

The situation changes when a tax number is added. According to Meta’s statement on the same page, the advertiser adding the number confirms that they are responsible for calculating and paying VAT under Turkish VAT Law and that Meta will not add VAT to the purchase. The practical differences between the two situations are shown side by side below:

SituationVAT on the receiptWho declares VAT?
Turkish address, no tax numberMeta adds VAT at the local rateMeta, through its own VAT registration
Turkish address, tax number addedMeta does not add VATAccording to Meta’s page, the advertiser calculates and pays it themselves

This is one reason a Meta advertising invoice amount may appear higher than the budget: Meta also states that VAT is added on top of the fee, so the amount collected may exceed the billing threshold. Ads shown to audiences in Turkey also receive a location fee on the invoice; its budget impact is explained in the Instagram advertising prices article and is therefore not repeated here. Meta’s own note says the company does not provide tax advice and recommends contacting a financial adviser or tax office with tax questions.

Reverse-charge VAT: VAT return No. 2 and the GİB private ruling

The most direct answer to how VAT is declared for an account with a tax number appears in the Istanbul Tax Office Directorate’s Facebook advertising private ruling dated May 30, 2023. The ruling recalls that services benefited from in Turkey are deemed supplied in Turkey and that, for services obtained from companies without a place of business in Turkey, VAT is declared under reverse charge by the recipient benefiting from the service. Its conclusion separately sets out two possibilities:

  • If Facebook has no place of business in Turkey: The recipient company declares and pays all calculated VAT under reverse charge through VAT Return No. 2.
  • If Facebook has a place of business in Turkey: A 3/10 VAT withholding rate applies to the advertising service, and the withheld portion is declared through VAT Return No. 2.

Under the section of the VAT General Implementation Communiqué on which the ruling is based, the recipient need not be a VAT taxpayer for a reverse-charge declaration. The general operation of 3/10 withholding for agency and domestic advertising service purchases is explained separately in the social media management VAT and withholding article. Because private rulings address the requesting taxpayer’s specific situation, confirming with a certified accountant how Meta’s place-of-business status should be treated in the business’s records is recommended.

Tax number added and receipt address correct? Let us check the account together

The Sold to address, tax number, and ad account generating receipts are examined together through the business’s own account in a preliminary assessment. The final decision on declarations and accounting belongs to the business’s accountant; we clarify where settings and documents are located in the ad account.

Meta advertising withholding tax: corporate tax withholding on internet ads

Meta advertising withholding tax is separate from VAT and is addressed in the same ruling’s “Under the Corporate Tax Law” section. According to the ruling, Presidential Decision No. 476, published in the Official Gazette on December 19, 2018, brought online advertising services within the scope of tax withholding. Payments to nonresident corporations providing or intermediating these services are subject to 15% withholding under Article 30 of the Corporate Tax Law.

The ruling distinguishes when withholding arises on Meta advertising invoice payments according to where the advertisement is published:

  • Ads published domestically for customers in Turkey: A 15% withholding applies to payments made to the nonresident corporation.
  • If the company has a representative office in Turkey: The service is deemed supplied through a place of business or permanent representative in Turkey, and the same rate applies.
  • Ads published abroad for customers abroad: If processes including the contract are not carried out through a place of business in Turkey, withholding under Decision No. 476 is not required.

Because the rate originates in a Presidential Decision, it may change through a new decision; the 15% in this article is the rate in the cited private ruling. The amount on which withholding is calculated and whether the business is among those required to withhold should be clarified with a certified accountant.

How does withholding appear in the withholding tax return?

According to GİB’s Withholding and Premium Service Return preparation guide, persons required to withhold under tax laws report payments made during a month and the taxes withheld from them through this return. The guide states that the return must be submitted electronically by 11:59 p.m. on the 26th day of the month following the month to which withholding relates. Because the line and code to use depend on the current screen for the filing period, this detail is left to the accountant.

Does a Meta advertising receipt qualify as expense documentation?

The same ruling also addresses receipts under the Tax Procedure Law. If the foreign company has no taxpayer registration in Turkey, payment must be supported by an invoice, an invoice-equivalent document, or a document valid under the relevant country’s legislation. Acceptance of a receipt or statement as documentation in the records depends on its being a valid document under that country’s legislation.

The ruling also states that, if the company has taxpayer registration in Turkey, bookkeeping and document issuance obligations must be met under the general provisions, and a receipt or statement will not be accepted as documentation in that case. For documents in foreign currency, under the communiqué explanation quoted in the ruling, the amount is converted into Turkish lira using the Central Bank’s foreign exchange buying rate on the document issue date. A translation of the document may also be required if requested during an examination.

How do you record a Meta advertising invoice in accounting? Month-end document set

Accounting for a Meta advertising invoice begins with forwarding the correct documentation completely and consistently. A practical month-end flow can be organized as follows:

  1. After month-end, select the previous month as the date range on the Payment activity screen.
  2. Use “Download all transactions (PDF)” for the month’s receipts and “Download report (CSV)” for the reconciliation breakdown.
  3. Match every card statement charge to its receipt using the reference number.
  4. Check whether the VAT line is filled in on receipts and examine the location fee line.
  5. Name the files with the month and ad account name and forward them to the accountant.

This set gives the person deciding which amounts to use for VAT Return No. 2 and withholding tax the necessary support. Accounting details such as the expense account and operation of accounts 191 and 360 are outlined generally in the website accounting entries article and are therefore not repeated here. Google’s document types and download steps are in the Google Ads invoices article.

Whose account should pay the advertising budget when working with an agency?

A common market practice is for the agency to pay for advertising from its own ad account and card and then charge the amount to the business. Under this arrangement, Meta’s receipt is generated with the paying account’s information, meaning in the agency’s name; Meta’s receipt page also states that receipts cannot be prepared for different clients. The business is left with an agency-issued invoice instead of a Meta document.

In our working model, the ad account is opened in the business’s name and payment uses the business’s own payment method; the agency is added only as an authorized account user. Meta receipts, payment history, and campaign data therefore remain with the business.

Common mistakes in Meta advertising documents and the correct approach

Most problems related to Meta advertising invoices arise from decisions made within minutes when the account is first opened and are noticed months later during tax return preparation. Common mistakes and their correct alternatives are as follows:

  • Waiting to correct information later: According to Meta, changes to account information apply only to subsequent receipts; enter the business name, address, and tax number before the first payment.
  • Adding the tax number without knowing the consequences: When the number is added, Meta does not add VAT and the declaration obligation passes to the advertiser; make this decision together with the accountant.
  • Matching the receipt only to the card statement: The statement alone is insufficient; find each charge’s receipt using the reference number.
  • Paying from a personal profile account: Company spending should use an ad account established in the company’s name and the company’s payment method.
  • Confusing withholding tax with VAT: VAT Return No. 2 and the withholding tax return are separate obligations; neither replaces the other.
  • Looking for receipts on a phone: Meta states that receipt downloading is available only on a computer.

When an unexpected charge appears, first check the Payment activity screen and the campaign breakdown on the relevant receipt. Some amounts appearing outside the budget arise from VAT or location fee lines.

Account and document arrangements for Meta ads with Onur Freelance

Our Maltepe-based studio has managed business ad accounts with ownership retained by the business since 2019. On Meta, the ad account is established in the business’s name, the budget is paid through its own payment method, and we are added as an authorized user; we do not ask for card information or passwords. Receipts serving in place of Meta advertising invoices are therefore generated directly in the business’s name and forwarded to its accountant from its own account.

Campaign structure, targeting, and reporting are carried out within the Meta advertising management service, and scope is clarified in the preliminary discussion. Management services and the advertising budget paid to Meta are two separate items; Meta’s receipts show the budget, while our invoice shows only the service fee. Tax declarations and accounting entries belong to the business’s accountant rather than us.

Receipts in the business’s name, account with the business: let us discuss the next step

If receipts have been found through these steps, no additional action is needed; forward the month-end set to the accountant. If receipts are generated in the agency’s name or business information is missing, corrections proceed through ad account settings. If you want the ad account managed transparently in the business’s name, you can get in touch by WhatsApp or phone for a free preliminary assessment.

If a campaign has not yet been opened, you can follow the steps in the how to advertise on Instagram guide together with payment method and budget settings.

Frequently asked questions

Open Billing and payments in Ads Manager, select Payment activity from the left menu, and specify the date range. For a single transaction, use Download in the Action column; for the entire period, use “Download all transactions (PDF)” in the Download menu.

No; receipts for Instagram, Facebook, and Messenger ads are generated in the same ad account’s Billing and payments section. The receipt also lists the campaigns that generated the charge.

According to GİB’s private ruling dated May 30, 2023, for payments to a foreign company without taxpayer registration in Turkey, acceptance of a receipt or statement as documentation depends on its validity under the relevant country’s legislation. Confirming implementation with a certified accountant is recommended.

According to Meta, VAT at the local rate is added to payments by advertisers whose Sold to address is in Turkey and who have not added a tax number. If a tax number has been added, Meta does not add VAT, and the advertiser calculates and pays VAT themselves.

According to the GİB private ruling, if Facebook has no place of business in Turkey, all calculated VAT is declared under reverse charge by the recipient company through VAT Return No. 2. If it has a place of business, 3/10 withholding applies.

According to the same ruling, payments to a nonresident corporation for internet ads published domestically for customers in Turkey are subject to 15% corporate tax withholding. Withholding is reported through the Withholding and Premium Service Return; the rate and tax base should be confirmed with a certified accountant.

No; according to Meta, changes to account information on receipts apply only to subsequent receipts. This is why business information is entered before the first payment.

The receipt is generated with the information of the paying ad account, and Meta states that receipts cannot be prepared for different clients. When working with Onur Freelance, the ad account is opened in the business’s name, the budget is paid through its own payment method, and receipts are generated in the business’s name.

According to Meta, a payment method can be removed only if there is no outstanding account balance and the user has the required permission. Stop running ads, settle the balance using Pay now, and wait 48 hours; if advertising will continue, add a new method first. Full control is required for accounts in a business portfolio, and administrator permission for accounts whose permissions are managed in Ads Manager.
