Short answer: There is no single answer for all of social media management. Items such as post preparation, sharing and campaigns aimed at promoting a good or service are considered commercial advertising services; a business that is a VAT taxpayer or a designated purchaser withholds 3/10 of the VAT on the invoice (VAT General Implementation Communiqué I/C-2.1.3.2.15, e-invoice code 625). Non-advertising items such as comment monitoring and reporting are not included in this section. The VAT rate is 20%; if the VAT-inclusive amount does not exceed the 12,000 TL invoice issuance threshold for 2026, withholding does not apply. The rate table and calculation example are below.

Social media management withholding begins with the same question in the accounts of a business outsourcing its accounts and in the return of the freelancer issuing the invoice: does this service fall within the “commercial advertising services” listed in the VAT General Implementation Communique? If it does, the buyer declares part of the VAT on the invoice itself; if it does not, the service provider pays all the VAT. The VAT rate for social media management is a separate question and follows the general rate under the current regulations.

The sections below explain the VAT line on an invoice, how withholding works, the rule specific to advertising services, the amount threshold, the situation for web design, e-invoice fields, and invoices from foreign platforms. The basis is the Revenue Administration’s (GİB, Turkey’s tax authority) current communique text, code list, and private rulings; these texts were read on the GİB website on September 29, 2026.

Let us list social media work items separately in the proposal

The answer to the withholding question often depends on the content of the work; evaluation becomes difficult when content production, advertising setup, and reporting are combined on one line. When account addresses are sent via WhatsApp, the scope is written item by item and a proposal is sent on the same day; the proposal should be shown to a financial adviser for its tax implications.

What is the VAT rate for social media management, and how is it shown on the invoice?

Because social media management is not included in the annexed lists of the decision determining VAT rates, it is subject to the general rate of 20%. According to the current VAT rates text published by GİB, this rate appears in Article 1, paragraph one, subparagraph (a), of Decision No. 2007/13033; it was introduced by Presidential Decision No. 7346, published in Official Gazette No. 32241 dated July 7, 2023, and entered into force on July 10, 2023.

A rate of 1% applies to supplies and services in annexed List (I), and 10% to those in List (II); neither list contains an entry named advertising, social media account management, or website design. A 2022 GİB private ruling on advertising and promotional services also uses the general rate on the same grounds and mentions the 18% rate applicable at that time.

On a service invoice, VAT is calculated as a separate line below the fee. Without withholding, the invoice contains these three pieces of information:

  • Transaction value: The service amount excluding VAT and the period the service covers.
  • Calculated VAT: The rate applied and the tax amount calculated using that rate.
  • Grand total: The sum of the fee and VAT, meaning the amount the buyer will pay.

When whether the quoted amount includes tax is clearly shown, the two parties do not expect different figures at month-end. Where the payment clause belongs in the contract is explained in the social media management contract guide.

What is VAT withholding (tax liability)?

VAT withholding means that some or all of the tax calculated on the service fee is declared and paid by the recipient of the service as the “party liable for tax” rather than by the service provider. Section (I/C-2.1.1) of the Communique distinguishes these two forms: in full withholding, all the tax shifts to the buyer; in partial withholding, the portion determined by the Ministry shifts to the buyer.

Under section (I/C-2.1) of the Communique, withholding is not optional; the buyer must withhold for transactions within scope, and withholding cannot be applied to transactions outside scope. The buyer declares the withheld tax in VAT Return No. 2 for the period in which the transaction takes place; the seller shows the remaining portion in Return No. 1 for the same period. A late invoice or unpaid fee does not postpone this declaration.

Which services are subject to partial withholding?

Partial withholding is limited to the transactions listed in sections (I/C-2.1.3.2) and (I/C-2.1.3.3) of the Communique, and who must withhold is separately determined for each transaction. Section (I/C-2.1.3.1) divides buyers into two groups: (a) VAT taxpayers and (b) “designated buyers.”

Designated buyers include public administrations, revolving-fund organizations, professional organizations with public institution status, banks, insurance companies, foundation universities, and companies whose shares are traded on Borsa İstanbul. Sections close to digital marketing work are collected in the table.

Rows other than the first apply when the buyer is a designated buyer or one of the institutions listed in 2.1.3.2.13; for a private-sector VAT taxpayer, the relevant row is commercial advertising services. The consultancy section also explicitly states that announcement, advertising, and media monitoring services are not considered consultancy.

Advertising service withholding: Scope and rate

For purchases of commercial advertising services, VAT-taxpayer buyers and designated buyers withhold 3/10 of the calculated VAT. This rule is in section (I/C-2.1.3.2.15) of the Communique; the section was added by Communique Serial No. 35 and entered into force on March 1, 2021.

The Communique defines commercial advertising as announcements constituting marketing communication made through written, visual, audio, or similar means in any medium to enable the sale or rental of goods or services, inform a target audience, or persuade it. These activities fall within advertising service withholding:

  1. Advertising consultancy: Services on how an advertisement will be structured.
  2. Advertising planning: Media, timing, and audience planning.
  3. Content preparation and design: Text, image, and video production.
  4. Advertising publication: Putting the content live in the medium.

If work is passed to subcontractors, every contractor passing it on withholds on the VAT of the service provided to it. Printing an advertisement already designed is evaluated under the printing and publication services section. GİB’s private ruling dated August 23, 2022 also provides for VAT at the general rate and 3/10 withholding on advertising, promotional, and public relations services supplied to an insurance support company.

Is social media management subject to withholding?

There is no single answer for the entirety of a social media management service; the result depends on whether the work items have an advertising character. There is no section with this name in the Communique, but a GİB private ruling explicitly addresses content services on digital platforms.

In the GİB Ankara Tax Office Presidency’s private ruling dated January 12, 2023, services purchased from agencies for content published on social media, Google, and similar digital platforms for a shopping center’s promotion, campaigns, and announcements are stated to be subject to 3/10 withholding. In the same ruling, reporting concerning people who comment by tagging the shopping center on social media is not considered commercial advertising; if such services are supplied to a buyer listed in section 2.1.3.2.13, a 5/10 rate applies.

A private ruling is issued under Article 413 of the Tax Procedure Law for the applicant’s specific circumstances and cannot be applied directly to another job. Nevertheless, it shows that these questions matter in evaluating social media management withholding:

  • Do the posts prepared aim to sell or promote a product or service?
  • Are advertising campaign setup and management included in the same service or priced separately?
  • Are nonadvertising tasks such as comment and message monitoring and reporting written as separate items?
  • Can the invoice distinguish which work is performed for which fee?

Separating items also appears as a criterion in the ruling: when the fee for preparing advertising could be separated, withholding was applied only to that portion. Because whether the service counts as advertising depends on the content of the work, this assessment should be made with a financial adviser.

The withholding threshold and the buyer’s status

If the VAT-inclusive value of a transaction within partial withholding does not exceed the invoice issuance threshold determined under Article 232 of the Tax Procedure Law for the transaction year, withholding does not apply; if the threshold is exceeded, withholding applies to the entire amount. This rule is in section (I/C-2.1.3.4.1) of the Communique, and Communique Serial No. 50 linked it to the invoice issuance threshold instead of a fixed amount.

On GİB’s invoice issuance threshold page, the amount for 2026 is listed as 12,000 TL, based on Tax Procedure Law General Communique Serial No. 588. Because the threshold is reset every year, the current amount for the transaction year should be confirmed with a financial adviser.

The Communique also prohibits splitting the fee across multiple invoices to avoid withholding; if the total of purchases forming a whole exceeds the threshold, withholding applies. The status of the buyer and seller also changes the outcome:

  • If the buyer is not a VAT taxpayer: Unless it is a designated buyer, withholding does not apply to its purchases within partial withholding scope.
  • Those paying VAT only as the liable party: They are not included among “VAT taxpayers” in group (a).
  • If the seller is a designated buyer: If the service is provided by a member of this group, withholding does not apply regardless of the buyer’s status.
  • Force majeure: Buyers whose return obligations are postponed do not apply partial withholding during this period; if the seller is also within force majeure scope, general provisions apply again.

Let us prepare a proposal separating advertising and management items

When content production, community management, reporting, and advertising setup are written on separate proposal lines, it becomes easier for the financial adviser to see which rule applies to which item. An existing proposal or needs list can be sent via WhatsApp; how the scope is written is reviewed free of charge.

The VAT rate and withholding status of web design services

The VAT rate for web design services is also the general rate because they do not appear in the annexed lists; for withholding, there is no separate partial withholding section specific to website design or software in the Communique. The Communique explicitly states that partial withholding is limited to the listed transactions.

The withholding example mentioning software in the Communique appears in the maintenance and repair section: for modification, maintenance, and update services purchased by a public institution for its automation software, the institution withholds 7/10 of VAT. This section applies only to services provided to designated buyers; if the buyer is a public administration, bank, or insurance company listed in 2.1.3.2.13, the 5/10 rate for “other services” may arise.

In the aforementioned January 12, 2023 ruling, software and update services related to digital advertising spaces are also not regarded as commercial advertising. For work intertwined with advertising, such as a campaign-specific landing page, the definition of the work should be assessed with a financial adviser. Exemption provisions exist in section (II/A-2) for “service exports” supplied to overseas clients and in section (II/G-2) for certain software produced in technology development zones.

How to write the tax line in a website proposal is covered in the website price proposal guide, while contractual payment provisions are discussed in the web design contract guide.

What should be checked on a withholding invoice?

An invoice issued within social media management withholding separately shows the transaction value, calculated VAT, withholding rate, VAT to be withheld by the buyer, total including withholding, and the amount to be collected after withholding. These fields are listed in the “Document Arrangement” section (I/C-2.1.3.4.2) of the Communique; the amount remaining after withholding is written on the invoice as the amount owed.

For e-invoices, GİB’s UBL-TR Code Lists guide (Version 1.43, July 2026) defines two fields: the value “TEVKIFAT” in the invoice type field for invoices containing withholding, and the entry “625 Commercial Advertising Services [Kdvgut-(I/C-2.1.3.2.15)]” with a 3/10 rate in the withholding code list. The calculation below is a hypothetical example prepared according to the document rules; the amount is not a price.

Invoice field (example amount)AmountHow it is calculated
Transaction value20,000 TLService amount excluding VAT
Calculated VAT4,000 TL20% of the transaction value
Withholding rate3/10Commercial advertising services section
VAT to be withheld by the buyer1,200 TL3/10 of calculated VAT; the buyer pays through Return No. 2
Total including withholding24,000 TLSum of the fee and VAT
Total excluding withholding22,800 TLAmount payable to the seller

Because the VAT-inclusive fee in the example exceeds the 2026 threshold, withholding is calculated on the entire amount. The seller declares the remaining 2,800 TL of VAT in the “Transactions Subject to Partial Withholding” table of Return No. 1; any refund entitlement arising from withholding follows the procedures in the Communique’s refund section.

Advertising invoices from foreign platforms such as Meta and Google

For services purchased from a foreign company and used in Turkey, all VAT is declared and paid by the domestic buyer as the liable party. Section (I/C-2.1.2.1.1) of the Communique explains this full withholding practice and states that the buyer need not be a VAT taxpayer to declare as the liable party.

Section (I/C-2.1.2.1.2) under the same heading regulates a different situation: for services supplied electronically to individuals who are not VAT taxpayers in Turkey, the foreign company supplying the service declares the tax. When a VAT line appears on a Meta invoice and Turkey-specific location fees are explained in detail in the Instagram advertising prices guide, while the additional fee on Google Ads invoices is explained on the Google Ads prices page.

The social media management invoice and the platform’s advertising invoice are two separate documents; the tax status of one does not determine the other. The channel through which the advertising budget is paid and whose name the invoice is issued in should also be written in the contract; Onur Freelance is not an official representative or support channel of Meta or Google.

Common mistakes on social media management invoices

The leading social media management withholding mistake is treating all work as advertising or nonadvertising without examining the service content. These situations require later corrections for both the invoice issuer and recipient:

  1. Combining items on one line: When content production, advertising setup, and reporting are shown as one amount, the advertising service portion cannot be distinguished.
  2. Thinking of the threshold per invoice: Splitting the fee for the same work across multiple invoices does not prevent the total amount from being considered.
  3. Confusing buyer groups: Sections such as consultancy or maintenance apply only to designated buyers; the same rate is not written for a private-sector buyer.
  4. Treating a private ruling as a general rule: The ruling is issued for the applicant’s circumstances; a financial adviser’s assessment is still needed for a seemingly similar job.
  5. Not anticipating withholding in the proposal: When whether the amount includes tax and the net amount payable to the seller if withholding applies are not written down, a dispute arises on payment day.
  6. Confusing the platform invoice with the service invoice: Advertising spend paid to Meta or Google and the management fee are subject to different rules.

Let us clarify the monthly scope and fee in writing

Onur Freelance’s monthly social media management fee starts from 9,000 TL; the advertising budget is not included and is paid directly to the platform. VAT status is specified in the proposal; the withholding decision belongs to the business’s financial adviser because Onur Freelance does not provide tax advice. Businesses still gathering information, comparing proposals, or wanting to start immediately can send account links via WhatsApp; the items affecting the monthly fee appear in the social media management prices guide.

Whether a website development invoice counts as an expense or a depreciable asset is discussed with GİB private rulings in the website accounting entries article.

The tax side of advertising fees paid directly to Meta, separately from agency services, is discussed in the Meta advertising invoice guide.

Frequently asked questions

Because social media management does not appear in the annexed lists of the decision determining VAT rates, it is subject to the general rate of 20%. This rate was determined by Presidential Decision No. 7346 and entered into force on July 10, 2023.

It depends on the content of the work; if advertising-related content preparation, planning, and publication are considered commercial advertising services, 3/10 withholding arises. Because the outcome can differ for nonadvertising items such as reporting, the assessment should be made with a financial adviser.

If the consulting is aimed at planning or preparing advertising, it is considered within the scope of commercial advertising services; the Communiqué also includes advertising-related consulting and advertising planning in this section. In this case, a business that is a VAT taxpayer or a designated purchaser withholds 3/10 of the VAT. General consulting unrelated to advertising is not included in this section; when provided to designated purchasers, the study, plan-project and consulting section may come into play. The assessment should be made with the business’s financial advisor.

Under section (I/C-2.1.3.2.15) of the VAT General Implementation Communique, VAT taxpayers and designated buyers withhold 3/10 of calculated VAT on commercial advertising service purchases. Scope includes advertising consultancy, planning, content preparation, and publication.

If the VAT-inclusive transaction value exceeds the invoice issuance threshold determined under Article 232 of the Tax Procedure Law for that year, withholding applies to the entire amount. GİB’s page lists this threshold as 12,000 TL for 2026; the current amount should be confirmed with a financial adviser.

The Communique has no partial withholding section specific to website design, and partial withholding is limited to the listed transactions. The situation may change if the buyer is a designated institution such as a public administration, bank, or insurance company, or if the work is intertwined with advertising services.

In GİB’s UBL-TR Code Lists guide (Version 1.43), the withholding code for commercial advertising services is 625, and the invoice type field uses the value “TEVKIFAT.” The current code and rate should be checked in the guide before each issuance.

For services purchased from foreign companies and used in Turkey, all VAT is declared by the buyer as the liable party through Return No. 2. For services supplied electronically to individuals who are not VAT taxpayers, the company supplying the service declares the tax.

Whether the amount includes tax, listing service items on separate lines, and complying with the Communique’s document rules if withholding applies are important. Whether the buyer is a VAT taxpayer or designated buyer also changes the outcome.
