Instagram ad prices are not determined by a fixed rate card: the cost of advertising is established in the auction Meta holds for every impression opportunity, and the business sets the spending ceiling through its own budget. When discussing Instagram advertising fees, there are two separate items: the advertising budget paid to Meta and the management fee for businesses having a specialist or agency manage their campaigns. For ads delivered in Turkey, a location fee and, depending on the circumstances, VAT may also be added to the invoice.
The following sections explain how budgets work, invoice items specific to Turkey and budget planning steps, based on the Meta Business Help Center and the Official Gazette. No industry-based estimates for cost per click or thousand impressions are provided, because these amounts are established anew in every auction. Based in Maltepe, Istanbul, Onur Freelance handles setup and management of Instagram and Facebook ads.

What determines the price of an Instagram ad? There is no fixed rate card; the cost is established in the auction for every impression, and the business’s own budget sets the spending ceiling. The cost consists of two separate items: the advertising budget paid directly to Meta and the service fee paid to the campaign manager. A location fee may also be added to invoices for impressions in Turkey. The same budget can produce different results. Audience, placement, creative quality, season and campaign objective change the cost; new ad sets experience fluctuating delivery during the learning phase. The budget is calculated backward: first the desired result is chosen, the value of one result is calculated, and the pixel and measurement are set up. The initial period runs as a test, and the budget increases step by step. When reviewing proposals, first check who retains the account, whether the fee is fixed or percentage-based and whether measurement is included. Proposals promising costs or sales should receive additional scrutiny. Current packages, prices and invoice items are on the page. You can write on WhatsApp for a free initial assessment. Let us clarify your advertising budget through an initial assessment
When the product or service sold, target region and planned monthly spending are shared through WhatsApp, a free initial assessment is provided. The management fee starts at 7,500 TL per month; the exact amount is shared as a proposal after reviewing the ad account and campaign scope.
Which two items make up Instagram ad prices?
The total cost of an Instagram campaign consists of advertising spending paid to Meta and, where applicable, the service fee paid to the person managing the account. These two amounts go to different recipients and are determined through different logic; one pays for impressions and the other for planning and monitoring work.
- Advertising budget: Paid to Meta through the card or payment method assigned to the ad account. The business determines the amount; Meta stays within this limit while distributing spending across days according to auction results.
- Management fee: Paid to the person who sets up the campaign, connects measurement and monitors creative tests and budget allocation. This item does not arise at all for businesses managing their own ads.
- Additional invoice items: For ads shown to users in Turkey, Meta’s location fee and VAT, depending on tax number status, may be added on top of spending.
When comparing two proposals, the first question should be which of these items the quoted amount covers.
How do the auction and bidding strategy determine cost?
Every Instagram ad impression is allocated through an auction deciding which ad a person will see, and the amount paid takes shape in that competition. According to Meta’s auction explanation, the winner is the ad with the highest total value rather than the highest bid. This value is calculated from three elements:
- Bid: The amount the advertiser is willing to pay for the desired result.
- Estimated action rate: The probability that the ad will produce the intended result for that person, such as a click, message or purchase.
- Ad quality: Feedback from people seeing the ad and low-quality signals such as withholding information, sensational language and engagement bait.
Since estimated action rate and quality together form relevance, an engaging ad can beat a competitor bidding more. Meta also applies a reserve price in the auction and states that its adjustments will not cause advertisers to be charged more than their bid.
Three types of bidding
The bid strategy tells the system how to bid in auctions on the business’s behalf. Meta groups these into three categories: spend-based options seeking the most results or value while spending the full budget (highest volume, highest value), goal-based options targeting cost per result or return on ad spend, and bid cap, which places a ceiling on the bid in each auction. Meta does not guarantee exact adherence to the amount entered in goal-based strategies; for this reason, new accounts producing little data often start with highest volume.
Daily budget, lifetime budget and minimum amount
Meta accepts budgets in two forms: a daily budget sets an approximate spending target for each day, while a lifetime budget sets one overall maximum for the entire delivery period of the campaign or ad set.
The daily budget works like a weekly target
According to Meta’s explanation of daily budgets , the daily budget is an average spending target across a calendar week starting Sunday and ending Saturday. On days with good opportunities, spending may exceed the daily budget by up to 75%, but it does not exceed 175% of the budget in one day or seven times the budget in one week. In Meta’s own example, an ad set with a daily budget of 100 TL does not exceed weekly spending of 700 TL.
Lifetime budget and end date
A lifetime budget is preferred for campaigns that must not exceed a specific amount, such as an opening or seasonal campaign. With standard delivery, Meta attempts to spread this amount across the delivery period; it may spend more on days with opportunities and less on days without them.
Is there a minimum budget for Instagram advertising?
Meta imposes a minimum budget requirement so that an ad set can deliver consistently, calculating it according to the business’s industry, budget type, buying type, bid strategy, optimization event, currency and delivery schedule. Although the minimum is calculated as a daily amount, it also applies to lifetime budgets: the lifetime budget for an ad running five days must be at least five times the daily minimum. Meta’s minimum budget pages do not provide a universal fixed figure in Turkish lira; the applicable lower limit appears as a warning in Ads Manager during campaign setup.
When using a cost per result goal, Meta recommends that the daily budget be at least five times that goal.
Which items appear on an Instagram advertising invoice in Turkey?
An invoice for an ad shown to people in Turkey may consist of advertising spend, Meta’s location fee and VAT if no tax number has been added. When calculating Instagram ad prices, the location fee and VAT sit outside the entered budget; none of these items is included in the management fee.
When does Meta collect payment?
For accounts using automatic card payments, spending accumulates and is charged to the card when it reaches a threshold called the payment threshold; any remaining amount is collected on the monthly billing date. According to Meta, this threshold starts at a small amount for new accounts and can increase over time with successful payments. This is why multiple charges within a month and an invoice for an accumulated balance after advertising stops are normal.
Location fee and digital services tax
Meta adds a location fee to ads shown in countries applying digital services tax and lists a rate of 5% for Turkey on its location fees page . The fee is calculated according to the location of the audience seeing the ad rather than the business address; it falls outside the campaign budget and appears as a separate invoice line. The total amount paid may therefore exceed the entered budget.
The tax rate, however, is changing. Under Presidential Decision No. 10767 in issue 33118 of the Official Gazette, the digital services tax rate applies at 5% from January 1, 2026 and 2.5% from January 1, 2027. The location fee rate Meta will use in 2027 should be monitored on its own page; as of September 2026, the page lists 5% for Turkey.
VAT and tax identification number
According to Meta’s advertising taxes page , since April 1, 2019, purchases by advertisers whose “Sold To” address is in Turkey and who have not added a valid Republic of Turkey tax identification number to their ad account receive VAT at the local rate. On invoices containing a location fee, VAT is calculated on the sum of advertising spend and the location fee. How VAT should be declared for business accounts with an added tax number should be clarified with an accountant.
| Item | What determines the amount | Position on the invoice |
|---|---|---|
| Advertising spend | Budget entered by the business and auction results | On the Meta invoice, equal to the amount spent |
| Location fee | Impressions to audiences in Turkey and the rate announced by Meta | A separate line on the Meta invoice |
| VAT | Tax identification number status in the account and the local rate | Added to the sum of spend and location fee |
| Management fee | Campaign and account scope | Not included on the Meta invoice; invoiced separately by the service provider |
This section provides general information and is not a legal opinion. An accountant should be consulted for decisions about tax treatment.
Which factors change Instagram advertising costs?
The same budget can produce very different costs per result for two businesses, because the auction’s value calculation changes according to audience, placement, creative, period and selected objective. The main factors are:
- Target audience: For narrow audiences sought by many advertisers, there is more competition to reach the same people.
- Placement: Feed, Stories, Reels and Explore are separate Instagram placements, each with different user behavior and competition.
- Creative quality: Since estimated action rate and ad quality are part of the auction, a creative that communicates its point in the first second and suits the vertical format can win more impressions with the same bid.
- Season: Before holidays, during the school season, on sale days and around New Year, more businesses advertise to the same audience; costs may rise as competition increases.
- Campaign objective: Optimization for reach or traffic is not on the same scale as optimization for purchases or qualified forms. A result that is harder to achieve naturally has a higher unit cost.
- Learning phase: Delivery fluctuates more in new ad sets and after significant edits. According to Meta, an ad set generally leaves this phase when it reaches around 50 results per week after the last significant edit.
A landing page that loads slowly on phones is another factor increasing unit cost and can be addressed through WordPress speed optimization .
Boost button or Ads Manager?
The boost button on an Instagram profile turns an existing post into an ad in a few steps; Ads Manager opens all settings at campaign, ad set and ad levels. Meta describes purchasing ads through a Page or profile as the simplest route, but notes that these interfaces have fewer customization options than Ads Manager.
In terms of Instagram ad prices, there is no rate difference between the two routes: a boosted post also enters the auction and spends according to the entered budget. Boosting suits simple objectives such as spreading a single post, announcing an event or attracting profile visits. Ads Manager is used when selecting a bid strategy, managing placements with separate creatives or optimizing according to sales data from the pixel is required.
Let us check account setup together before you spend
The payment method, tax number, pixel connection and campaign structure are reviewed before launch. The budget is activated after missing items are completed; a free initial assessment is also available for an existing ad account.
How is an Instagram advertising budget planned?
An Instagram advertising budget is calculated backward from what a result earns the business, and the initial period is designed as a testing period. Planning proceeds in this order:
- Define the result: Select the single result expected from advertising: a WhatsApp message, form, appointment or online sale. The campaign objective and optimization event are determined by this choice.
- Calculate the result’s value: Using the average order or job value and profit margin, calculate the maximum payable for a message or form.
- Prepare measurement: The budget is not activated before the Meta pixel, Conversions API and tracking of WhatsApp conversations in a simple spreadsheet are set up.
- Determine the test amount and duration: Keep the budget at a level capable of producing enough results to leave the learning phase, and do not change it every few days.
- Choose the budget type: Use a daily budget for continuously running campaigns and a lifetime budget for campaigns with defined start and end dates.
- Document the total cost: Add the location fee, any VAT and the management fee as separate lines alongside the advertising budget in the cash plan.
- Evaluate and increase gradually: Read cost per result together with how incoming inquiries turn into sales; grow the budget step by step rather than through large jumps.
Instagram ad prices may also appear as frequent card charges during the first weeks; the card’s limit and whether it allows online purchases are checked before launch.
Instagram advertising management fees and agency selection
The Instagram advertising management fee is a service charge separate from the advertising budget; at Onur Freelance, Instagram and Facebook ad management starts at 7,500 TL per month, with the exact amount determined by the work’s scope. At Onur Freelance, this service starts at 7,500 TL per month; the exact amount is provided in a proposal after the ad account and campaign scope are reviewed, and the initial assessment is free. The service content is explained in detail on the Meta ad management page.
The number of campaigns and accounts, whether measurement infrastructure needs setup or repair, whether images are ready, the target region and reporting frequency determine the proposal. A regular posting calendar and content production are separate work from advertising: social media management starts at 9,000 TL per month, and the advertising budget is not included in this fee.
Choosing between Instagram advertising agencies and freelance specialists
When choosing between Instagram advertising agencies and freelance specialists, the determining factor is transparency in working methods rather than title. Obtaining clear answers to the following questions during the meeting is useful:
- Will the ad account and payment method remain in the business’s own business portfolio, or will ads run from the service provider’s account?
- Is the fee a fixed monthly amount or a percentage of ad spend? In a percentage model, how will the reasoning behind recommendations to increase the budget be shared?
- Is measurement setup included in scope, and will it be verified with test events?
- Will the report include results such as messages, forms and sales alongside likes and reach?
- Is there a guarantee of cost per result or sales? Such a guarantee is unrealistic because the cost is formed anew at every impression opportunity.
Onur Freelance works independently; it is not an official Meta partner or support channel. Work with businesses in Istanbul takes place in person or online, and work outside the city is remote; messages are answered between 09.00–21.00.
Common mistakes in Instagram advertising
When Instagram ad prices seem high, the problem is often the way the budget is planned and spent rather than expensive impressions or clicks. Common mistakes and appropriate approaches are:
- Assuming the invoice consists only of the budget: When the location fee and VAT are not considered, month-end charges exceed expectations; the cash plan is based on the total amount.
- Not adding a tax number: If a business advertising for commercial purposes has no tax identification number in the account, VAT is added to the invoice; payment settings are organized on the first day.
- Constant intervention during the learning phase: Changing the budget and audience every few days resets learning; changes are made together and at intervals.
- A low daily budget relative to the cost goal: When using a cost per result goal, delivery weakens if the daily budget remains below five times that goal.
- Reducing the budget toward the end of the day: The system may already have spent more than the new amount by that time; reductions are made early in the day.
Instagram advertising or Google Ads?
Instagram advertising shows a product in the feed of someone who has not yet searched; Google Ads appears before someone who has typed their need into the search box. If a product attracts interest through a photograph or short video, Instagram is often the better starting channel; for work people find by searching when a problem arises, Google often is.
Instagram ad prices and Google advertising use the same two-item logic, but the moment at which cost is formed differs: Meta holds an auction at every impression opportunity, while Google search ads hold one at every search, with payment usually per click. The Google-side budget and service fee are explained on the Google Ads prices page; at Onur Freelance, Google Ads management separately starts at 9,000 TL per month, and the budget paid to Google is not included. How money should be divided between the two platforms is covered in the Google Ads or Meta Ads guide, while other services appear on the digital marketing page.
Let us launch your Instagram campaign at the right scale
A short WhatsApp message is enough to get information, compare an existing proposal or launch a campaign immediately. When the product, target region and any existing ad account’s status are shared, a free initial assessment is provided; once scope is clear, the management proposal is sent.
When it is unclear which channel should receive the budget, channel prioritization is addressed through digital marketing consulting .
How content production and account management fees are separated from the advertising budget is explained on the social media management prices page.
Once the budget is determined, the difference between boosting and Ads Manager, and the setup steps, are explained in the how to advertise on Instagram guide.
If an ad gets stuck in review or the budget is not spent, reasons and appeal steps are covered in the Instagram ads not delivering article.

Frequently asked questions
How much are Instagram ads in 2026?
There is no fixed Instagram advertising price list; the cost is formed in the auction held for each impression opportunity, and the business’s entered budget sets the spending ceiling. If a specialist manages the ads, the management fee is a separate item; location fees and, depending on circumstances, VAT are also added to invoices for ads shown to audiences in Turkey.
What is the minimum budget to advertise on Instagram?
Meta’s minimum budget pages do not list one universal amount in Turkish lira; Meta calculates the lower limit according to industry, budget type, bid strategy, optimization event, currency and delivery schedule. When the budget falls below this limit, Ads Manager displays a warning during campaign setup.
When and how are Instagram advertising fees paid?
With automatic card payments, spending accumulates, is charged when the payment threshold is reached, and the remaining amount is collected on the monthly billing date. Since the payment threshold starts small for new accounts, multiple charges may appear during the month.
Are VAT and digital services tax added to Instagram advertising invoices?
Meta adds a location fee to ads shown to audiences in Turkey and lists a rate of 5% for Turkey on its location fees page. If no valid Turkish tax identification number has been added to the account, VAT at the local rate is also added to the sum of ad spend and location fee; an accountant should be consulted about tax treatment.
Is there a price difference between the boost button and Ads Manager?
There is no rate difference; a boosted post also enters the auction and spends according to the entered budget. The difference is the level of control: bid strategy, placement selection, optimization with pixel data and testing multiple creatives are handled in Ads Manager.
How much does Instagram ad management cost?
At Onur Freelance, Instagram and Facebook ad management starts at 7,500 TL per month, excluding the advertising budget; the exact amount is provided in a proposal after reviewing the ad account and campaign scope, and the initial assessment is free. Social media management including content production is a separate service, starting at 9,000 TL per month and excluding the advertising budget.
Why is the daily budget exceeded on some days?
Meta uses the daily budget as a weekly average target and may exceed it by up to 75% on days with good opportunities. However, it does not exceed 175% of the budget in one day or seven times the budget during the Sunday–Saturday week.
What should you check when choosing an Instagram advertising agency?
Check whether the ad account and payment method will remain in the business’s own portfolio, whether the fee model is fixed or percentage-based and whether measurement setup is included. The report should show sales and inquiry results; proposals guaranteeing costs or sales should receive additional scrutiny.
