Email marketing is a method of communicating regularly and directly with customers by sending newsletters, campaign announcements, and behavior-triggered automated emails to subscribers who have given permission. On social media, the platform decides who sees a post; an email list, however, is the business’s own asset, and the message goes directly to the inbox. This channel, called email marketing in English-language sources, is a powerful tool for repeat purchases, appointment reminders, and customer loyalty when set up correctly; when set up incorrectly, messages end up in spam and the business faces legal risks.
This page explains, in order, consent and İYS (Turkey’s commercial message registry) rules for commercial electronic messages in Turkey, domain authentication, Gmail and Yahoo bulk sender requirements, list management, segmentation, automation, and measurement. Sections concerning legislation are written for information and do not constitute legal advice. Onur Freelance handles setup and management from Gülsuyu, Maltepe, working face to face in Istanbul and remotely in other areas; no numerical promises are made for opens, clicks, or sales.
Let us examine your list and sending infrastructure together
When you provide the email tool being used, how the subscriber list was collected, and the domain used for sending, we evaluate the current situation. Missing elements are listed individually before the first send.
Which businesses is email marketing suitable for?
Email is a suitable channel for any business with recurring purchases or service relationships. E-commerce stores, subscription and membership systems, appointment-based clinics and salons, educational institutions, and B2B companies with long proposal processes lead this group; the channel’s contribution may be limited in businesses where a sale happens once and the customer does not return for years.
The channel’s value lies in reaching the customer a second and third time. The first purchase often comes from advertising or search; email carries subsequent orders, maintenance reminders, and new product announcements without requiring a new advertising budget each time.
The scope of email marketing services includes selecting and configuring the sending platform, domain authentication, subscription forms, template design, automation workflows, regular newsletters, and measurement. Projects requiring integration with store infrastructure are planned together with e-commerce website development.
Consent and İYS rules for sending commercial email in Turkey
In Turkey, emails, SMS messages, and calls sent for promotional or marketing purposes are considered ‘commercial electronic messages’ under Law No. 6563 on the Regulation of Electronic Commerce and, as a rule, cannot be sent without the recipient’s prior consent. Details are governed by the Regulation on Commercial Communication and Commercial Electronic Messages; consent and refusal records are managed through the Message Management System (İYS).
The regulation’s main provisions relevant to email sending are:
- Individuals and legal entities wishing to send commercial messages register with İYS; commercial messages cannot be sent to recipients without consent recorded in İYS.
- Consent can be obtained in writing, electronically, or through İYS; the consent text must contain the recipient’s affirmative declaration of intent, which cannot be preselected.
- Consent obtained outside İYS must be recorded in İYS within three business days; consent that is not recorded is considered invalid.
- A commercial message cannot be sent to request consent; emailing a list without permission to ask for permission also falls under this rule.
- Consent to messages cannot be imposed as a precondition for the goods or services offered.
- Every message must offer an opt-out; refusal must be easy and free through the same channel as the message, and sending must stop within three business days after receipt of the request.
- Messages must include the MERSİS number (Turkey’s central trade registry system number) and trade name for merchants, or the full name and Turkish national identification or tax identification number for tradespeople.
- Consent records must be retained for three years after the consent ceases to be valid.
Messages not requiring consent and recipients who are merchants or tradespeople
Prior consent is not required for messages such as order confirmations, delivery notifications, payment reminders, and information about an ongoing subscription; however, under the regulation, these notifications cannot promote any goods or services. Messages may also be sent to recipients who are merchants or tradespeople without prior consent; in this case, addresses are registered in İYS before sending, and whether the recipient has exercised the right to refuse is checked.
This section is a general summary of the legislation and does not constitute legal advice. Consulting a lawyer is appropriate for consent texts, the KVKK (Turkey’s Personal Data Protection Law) privacy notice, and industry-specific situations.
What are SPF, DKIM, and DMARC, and why are they necessary?
SPF, DKIM, and DMARC are three DNS records that prove to receiving servers that the email genuinely comes from the domain owner. If these records are missing, messages may end up in spam or never be delivered, however well the email marketing campaign has been prepared.
| Record | What does it do? | Point to watch |
|---|---|---|
| SPF | Lists the servers authorized to send email on behalf of the domain | All sending sources, such as corporate email, the newsletter platform, and website forms, must be included in a single record |
| DKIM | Adds the domain’s digital signature to the message; verification fails if the content is changed in transit | Google requires a key of at least 1,024 bits for sending to personal Gmail accounts and recommends 2,048 bits where supported |
| DMARC | Specifies how to handle messages failing SPF or DKIM authentication and enables reporting | The domain in the ‘From’ field must align with the SPF or DKIM domain; monitoring can initially use a ‘none’ policy |
If a newsletter platform is used, sending is configured to authenticate with the business’s domain rather than the platform’s own domain. If the same domain handles daily correspondence and bulk sending, using a separate subdomain for marketing messages helps protect the reputation of corporate email.
What are Gmail and Yahoo’s bulk sender requirements?
Since 2024, Gmail and Yahoo have expected at least SPF or DKIM authentication from all senders, and SPF, DKIM, and DMARC together plus one-click unsubscribe from bulk senders. Google’s email sender guidelines define additional requirements for senders sending 5,000 or more messages per day to personal Gmail accounts.
The main requirements for a business sending bulk email are:
- SPF and DKIM must be configured and a DMARC record published; the DMARC policy may begin with ‘none.’
- The domain in the ‘From’ field must align with the SPF or DKIM domain.
- Marketing messages must support one-click unsubscribe through the List-Unsubscribe header and include a visible unsubscribe link in the body.
- The spam rate shown in Postmaster Tools must remain below 0.3%.
- Sending IP addresses must have valid forward and reverse DNS (PTR) records, and connections must use TLS.
Yahoo’s sender best practices page follows the same framework and requires unsubscribe requests to be processed within two days. This is shorter than Turkey’s three-business-day rule; a setup that processes unsubscribe requests immediately meets both requirements.
Let us verify the infrastructure before sending
A first send made without checking DNS records, İYS registration, and subscription forms can damage the domain’s reputation from the outset. The setup sequence and missing elements are clarified together before sending.
List management: Permission-based collection, double opt-in, and cleaning
A healthy email list consists only of people who have given permission, is cleaned regularly, and records the source of each address. Working with purchased addresses, addresses taken over from another company, or addresses collected online both violates the regulation and lowers the domain’s reputation through spam complaints.
Subscribers can be collected through website forms, a separate unchecked consent box during orders and registration, or consent obtained with a signature on a paper form in the store. In double opt-in, a person enters an address and then clicks a verification link received by email; Gmail and Yahoo also recommend verifying an address before recording it as a subscriber. Placing forms on the website and transferring data to İYS can also be planned during WordPress website development.
The regulation also requires that information about consent obtained electronically outside İYS be sent to the recipient within 24 hours, together with an opt-out option. The list is regularly cleaned in the following ways:
- Addresses that permanently bounce are removed from the list.
- Subscribers who have not engaged with any message for a long time are placed in a separate segment; sending frequency is reduced or sending is stopped.
- Addresses making spam complaints or opting out are immediately excluded from sending, and refusal information is recorded in İYS.
- Duplicate records belonging to the same person are merged.
How are segmentation and newsletter content planned?
Segmentation means dividing the list into groups by interests, purchase history, location, or engagement level and sending each group the email relevant to it. Sending a winter tire campaign to a customer who bought summer tires last month, or announcing an individual discount to a corporate buyer, are typical results of insufficient segmentation.
A few simple distinctions are enough initially: subscribers who have never purchased, one-time buyers, regular customers, and those interested in a particular product group. As data accumulates, segments become narrower; however, without the capacity to produce separate content for each group, creating many small segments only complicates the work.
A newsletter is a contact email sent to subscribers at regular intervals without sales pressure. A good newsletter focuses on one main subject, is easy to read in a single column on mobile, and remains understandable when images do not load. The subject line should honestly summarize the content; Gmail guidelines also consider starting messages with ‘Re:’ or ‘Fwd:’ misleading when they are not actually replies. Newsletter material often comes from website guides; this is why the sending calendar is maintained together with the content marketing plan.
Automation: Which emails are sent automatically?
In email marketing, automation consists of workflows triggered by a subscriber’s behavior that operate automatically after being configured once. While campaign emails go to everyone on a specific date, automated workflows reach the relevant person at the relevant moment.
| Workflow | Trigger | Purpose and note |
|---|---|---|
| Welcome sequence | Joining the list | Introduce the business and explain which types of emails will be sent and how frequently |
| Cart reminder | Adding a product to the cart without completing payment | Remind the recipient about the purchase; sent to recipients with marketing consent |
| Post-order information | A purchase | Provide usage, maintenance, and return information; it must not contain promotional content |
| Date-based reminder | Appointment, renewal, or maintenance date | Remind customers of periodic services at the appropriate time |
| Re-engagement | A long period without any engagement | Determine whether interest continues and stop sending if there is no response |
The point most often overlooked during setup is which workflow counts as a marketing message and which as an informational message. Because the regulation prohibits goods or services promotion in notifications that can be sent without consent, adding a campaign banner to an order email breaks this distinction; the nature of each workflow is determined individually during setup.
How is success measured in email marketing?
Success is measured more through clicks, website visits, conversions such as sales or appointments, and list health than through open rates. Because some email applications preload images for privacy purposes, open data alone is not a reliable indicator.
- Delivery and bounces: How many messages were delivered and which addresses returned permanent errors
- Clicks: Which links and which segments received clicks
- Conversions: Orders, forms, or calls in GA4 originating from email-source sessions
- List health: Unsubscribes, spam complaints, and domain reputation in Postmaster Tools
Consistent UTM parameters such as utm_source and utm_medium=email are added to newsletter links so visits from email can be tracked separately in GA4. When the same naming structure used in social media management and advertising is maintained, channels can be compared in a single report.
The difference between bulk email sending and planned email marketing
Bulk email sending is often understood as sending the same content to all available addresses simultaneously. This method is quick, but carries both legal and technical risks because it disregards consent status, recipient interest, and domain reputation.
In a planned approach, permission and infrastructure are verified first, the list is segmented, the reason each segment will receive emails is defined, and sending frequency stays consistent with the promise made at subscription. Yahoo’s recommendation is similar: someone who subscribes to a weekly newsletter should not receive emails every day. After sending, results are reviewed and the next campaign is adjusted accordingly.
Selecting the sending tool is also part of this distinction. The platform is evaluated for İYS integration, domain authentication, segmentation and automation support, and compatibility with Turkish characters and templates. Opening the account in the business’s name ensures that the list and consent records remain with the business under all circumstances.
Email campaign mistakes and the right practices
The costliest mistake is sending to a list with uncertain consent status; this means both the risk of administrative penalties and lasting reputation loss. The right practice is to record the source and date of consent for every address. Other common mistakes and their alternatives:
- Leaving the consent box prechecked: Use a separate, unchecked consent box.
- Hiding the unsubscribe link or requiring login: Every message includes a visible, one-click unsubscribe option.
- Bulk sending from unauthenticated infrastructure: Configure SPF, DKIM, and DMARC, and create a separate subdomain if necessary.
- Emails consisting only of images: Prepare a mobile-readable template with a balance of text and images.
- Contacting the entire list for every campaign: Send on a segment-by-segment basis.
- Reading results only through opens: Monitor clicks, conversions, and list health together.
How do email marketing services begin, and how is the proposal prepared?
The process begins with an audit of the existing list and infrastructure; the first campaign is sent only after permission and technical configuration have been verified. The steps are as follows:
- Initial review: Review the existing list, consent sources, İYS registration, tool being used, and sending domain.
- Infrastructure setup: Configure SPF, DKIM, and DMARC records; open the sending platform in the business’s name or configure the existing account.
- Forms and consent workflow: Set up subscription forms, consent texts, and transfer to İYS.
- Templates and segments: Prepare mobile-friendly templates consistent with the brand identity and define the initial segments.
- Automation and calendar: Set up welcome and other workflows and approve the newsletter and campaign calendar.
- Sending and measurement: Begin with a small test group and move into a regular cycle by reviewing the results.
No ready-made package is applied. The proposal is prepared according to list size and condition, the number of automations to configure, monthly sending frequency, template design, and who will write the content. Email produces more meaningful results when considered within the same measurement framework as SEO, advertising, and social media; the other channels are summarized on the digital marketing services page.

Frequently asked questions
Is consent mandatory for email marketing in Turkey?
Yes, emails for promotional or marketing purposes count as commercial electronic messages under Law No. 6563 and, as a rule, are sent after obtaining the recipient’s prior consent. Consents are recorded in İYS; commercial messages cannot be sent to recipients without consent recorded there. This information is general, and legal support is recommended for specific situations.
What is İYS, and must every business sending email register?
İYS is the Message Management System in which consent and refusal notifications for commercial electronic messages are recorded. Under the regulation, individuals and legal entities wishing to send commercial electronic messages register with İYS and enter consent obtained outside İYS within three business days.
Can a purchased email list be used for bulk sending?
No, commercial messages cannot be sent to a purchased or acquired list without consent given by the recipient to the business. Such lists also cause high levels of spam complaints, lowering the domain’s delivery reputation.
Why do my emails end up in the spam folder?
The most common causes are missing or incorrect SPF, DKIM, and DMARC records, a list of unauthorized or outdated addresses, and high spam complaint rates. Gmail and Yahoo require bulk senders to have these three records, one-click unsubscribe, and a low spam rate.
How frequently should newsletters be sent?
Frequency should be consistent with the promise made during subscription; someone who signs up for a weekly newsletter is not sent emails every day. Rather than setting a fixed number, a sustainable rhythm is established by considering content production capacity and subscriber responses together.
Do order and shipping emails also require consent?
Prior consent is not required for informational messages such as order confirmations, delivery notifications, and payment reminders. However, under the regulation these messages cannot promote any goods or services; adding a campaign gives the message a commercial nature.
Which indicators measure success in email marketing?
Clicks, website visits from email, conversions such as sales or appointments, and list health indicators such as unsubscribes and spam complaints are monitored together. Because some email applications preload images, open rate alone can be misleading.
What determines the price of email marketing services?
The proposal is prepared according to list size and condition, the number of automations to configure, monthly sending frequency, template design, and who will write the content. Instead of a ready-made package, a precise proposal is shared after reviewing the existing list and infrastructure.
